About this file
This document is a Contract Amendment issued by the Arizona Department of Transportation (ADOT) Procurement division for Contract No. CTR060470, involving High Street Consulting Group for a Multimodal Transportation Planning On-Call contract. The amendment is designated as Amendment Number Two and was processed on February 29, 2024, by Kelly Greene, Senior Procurement Officer.
The amendment extends the existing contract from May 24, 2024 through May 23, 2025 and implements a 3.5% price increase across all labor categories, which is justified by the Bureau of Labor Statistics Labor Cost Index showing a 4.2% employment cost increase in the 12 months ending December 2023. The price increase affects eleven distinct labor categories, including Administrative/Financial Support, Analyst, Consultant, Developer, Engineer, Geographic Information Systems (GIS), Graphic Designer, Planner, Principal, Project Manager, and Technical Expert. Each category receives a proportional rate increase, with rates rising from $4.35 to $11.77 depending on the specific role. The procurement determination notes that the increase does not exceed the 7.1% allowable in the contract for the year and was deemed fair, reasonable, and in the best interest of the state.

3) Provide justification:
Per the Bureau of Labor Statistics Labor Cost Index the cost of employment has gone up 4.2% in the last 12 month period ending in December 2023. High Street Consulting is requesting a 3.5% rate increase in all labor categories per the price increase percentage sheet submitted with High Street Consulting’s proposal. ADOT reviewed the supplied wage analysis and evaluated High Street Consulting’s cost breakdown to determine the price increase request. Based upon wage increases, a price increase of 3.5% is justified; therefore is fair, reasonable and in the best interest of the State. The price increase granted for each line item does not exceed the 7.1% as allowable in the contract for year.
