About this file
This is a Contractor Certification of Covered Agency form (ST-220-CA) issued by the New York State Department of Taxation and Finance, applicable to the New York State Office of Information Technology Services and the Liquor Authority's Division of Alcoholic Beverage Control for the Alcohol Price Posting and Delinquency Management contract. The form serves as a certification requirement for contractors entering into contracts subject to Tax Law Section 5-a, which applies to contracts exceeding $100,000 in value for commodities or services with covered agencies. Contractors must complete this certification form and file Form ST-220-TD with the Department of Taxation and Finance before the contract can take effect. The form requires contractors to provide identification information including their principal place of business, federal employer identification number, sales tax ID number, and affirm under penalty of perjury that all information provided is correct and complete. The certification must be executed by an authorized representative and acknowledged before a notary public.
The form applies only when specific conditions are met: the procuring entity is a covered agency, the contractor qualifies as defined by statute, and the contract meets the definition of a contract under Tax Law Section 5-a. Contractors may either file a new Form ST-220-TD or reference a previously filed form if the information remains current and accurate. The New York State contract opportunity includes Minority/Women Business Enterprise (MWBE) contracting goals of 30.00% and Service-Disabled Veteran-Owned Business (SDVOB) goals of 6.00%. The hosted wholesale platform must support over 50,000 licensed users including manufacturers, wholesalers, retailers, SLA staff, and the general public for managing price postings, brand appointments, limited availability submissions, and delinquent credit management for the alcoholic beverage industry.
