About this file

This is a Bid Checklist for IFB C000992, issued by the New York State Office of Information Technology Services (ITS) on behalf of the New York State Liquor Authority's Division of Alcoholic Beverage Control (SLA/ABC). The procurement seeks qualified entities to provide hosting services for a Wholesale Platform that manages price posting for alcoholic beverages and delinquent retail payment processes. The platform must support diverse users including SLA staff, over 50,000 licensed wholesalers, manufacturers, retailers, and the general public. The solution will handle critical regulatory functions including monthly wholesale and retail price filings, brand appointment letters, limited availability item submissions, and delinquent credit management for retailers with payment terms ranging from 12 to 26 days for beer and 30 days for liquor and wine.

Bidders must submit a single electronic package containing two separate proposals—an administrative bid and a financial bid—in searchable Microsoft Word, Excel, and/or Adobe PDF formats. The administrative bid must include an executive summary with company background, corporate structure, incorporation details, and service experience, and must not contain any financial or cost information under penalty of immediate disqualification. Bidders must complete and submit ten attachments including a financial response form, firm offer letter, eligibility verification form, conflict of interest disclosure, FOIL and litigation disclosure, confidentiality agreement, requirement verification matrix, and consultant disclosure form. The procurement includes MWBE contracting goals of 30 percent and an SDVOB goal of 6 percent, with no incumbent or substantially similar contract awarded within the past five years.
