Statewide Professional Survey Consultant
CHIEF DATA OFFICER SUPPORT
Contract No. CAV31
SCOPE OF SERIVES
WORK TASK AUTHORIZATION NO.: TWO03
DEPARTMENT TASK MANAGER: Jennifer Fortunas
TASK WORK ORDER AUTHORIZED AMOUNT: $249,946.55
COMPLETION DATE: 3/19/2027
A. PURPOSE
The purpose of this task work order (TWO) is to provide general support for the Chief Data Officer.
General support items include the identification of strategic data goals in support of Transportation Technology’s Strategic Plan. Other general tasks to be performed include discovery, coordination, strategic planning, and development of meeting materials, white papers, and other products as requested by the Department task manager.
B. SERVICES TO BE PERFORMED
The consultant will develop materials, white papers, meeting notes, and other products upon request of the Department task manager. The Consultant will also, in coordination with the Department task manager and other stakeholders as identified by the Department task manager, develop a Strategic Data Framework and update the Transportation and Data Analytics (TDA)’s Strategic Statewide Data Collection Plan (published April 2021). The strategic data framework will have a vision, goals, and objectives developed collaboratively with various stakeholders. The update to TDA’s Strategic Statewide Data Collection Plan will include procedures for the use of Artificial Intelligence (AI) and other technologies to perform roadway characteristic inventories and traffic characteristic inventories, laying the groundwork for a digital asset management system.
TDA’s Strategic Statewide Data Collection Plan outlined how the Department is already collecting data for the Roadway Characteristics Inventory (RCI). The consultant will update the plan to include Lidar and 3D modeling data collection techniques. The Strategic Statewide Data Collection Plan update will focus on how best to modernize data collection using new transportation technologies while meeting future objectives and maintaining inventory frequency and data quality statewide. This plan will also serve as a model to set standards for other agency collected data such as traffic counts, real time traffic operations devices, work program, asset management, and safety.
The activities identified below are generalized descriptions of the work activities anticipated for the Consultant to accomplish under this TWO Authorization.
Task 1: Collaboration activities
The Consultant, with direction from the Department Task Manager, will coordinate, plan, and conduct collaboration activities to identify the goals, objectives, and strategies for the Strategic Data Framework.
Initial meetings with districts and CO business units will be conducted in person to build relationships and buy in for the Strategic Data Framework. Additional meetings will be needed to obtain information, needs, and benefits. These meetings will be a combination of virtual and in person at the direction of the Department Task Manager.
The consultant will collaborate with appropriate staff from the Office of Information Technology (OIT) application services (APP SVCS), information technology services (ITS), and integration services (INS).
The consultant in coordination with the Department Task Manager will identify the stakeholders who would benefit from a Strategic Data Framework. The consultant will use input received from various meetings with the stakeholders to develop the framework.
Collaboration with the stakeholders will include six major areas.
1. Identify and align the Data strategy goals with the Departments mission and Transportation Technology’s Strategic Plan.
2. Identify FDOT’s strength and weakness in data management. What unexpected strengths can accelerate data governance, data quality, or the use of data by leaders for decision making? Does data quality or a lack of data standards across FDOT hamper information sharing and accurate reporting?
3. Innovating with Data. How does FDOT want to use the data to work efficiently, to drive the organization to focus on the mission from the top down? How can data allow FDOT to do work in different ways? Are data visualizations common place and do they provide accurate information to FDOT leadership or external stakeholders? Does FDOT provide incentive to innovate with data?
4. Enhancing the Governance Strategy by managing how data sharing is occurring, having terminology standardization, and having data accuracy as key parts of the data governance to manage data consistently across the department.
This task will be ongoing and may require additional meetings and collaboration beyond what is initially anticipated. The following meetings are initially anticipated.
Four (4) in person meetings with stakeholders and CO units to develop goals, objectives, and strategies
Four (4) virtual meetings for data discovery Twelve (12) Bi-weekly Project Status Meetings with Department Task Team Four (4) Project Status Meetings with OIT staff from each of the three areas (12 meetings total)

Components of the Strategic Data Framework will include the following.
