The safety improvements were documented in a Memorandum (Safety Study) prepared by HDR Engineering, Inc. dated June 2024. The following improvements were recommended for the subject corridor:

Add an Unsignalized RCUT intersection.

Install advanced warning signs before the U-turn locations with flashing beacons and retroreflective sheeting on signposts.

SPECIFIC DESIGN CONSIDERATIONS:

All plans and design documents are to be prepared in in English Units and shall be prepared in accordance with the Contract Scope of Services (Contract CAO55), FDOT Standard Plans, FDOT Design Manual (FDM), FDOT Utility Accommodation Manual (UAM), FHWA Highway Safety Manual, and FHWA Manual on Uniform Traffic Control Devices, as applicable.

Per Section 122.1.1 (Design Exceptions and Design Variations) of the January 1, 2024 FDM: “For safety improvement projects developed to solely address documented safety problems, only the elements identified under the scope of work for the safety improvement project are subject to these approval processes. Existing non-compliant features within the limits of a safety improvement project do not require approval to remain if the project does not create a non-compliant condition. For these projects, all Design Variations and Design Exceptions applicable to the project scope must be approved prior to the beginning of the design phase.”

Through coordination with the DEPARTMENT or as initially documented on the DEPARTMENT’s ProjectSuite web application, the following design aspects were considered:

Community Awareness Plan Level: 2 with a Public Meeting

The second field review will be to evaluate constructability and identify changed field conditions. A Specifications Package for the project will also be developed for the proposed improvements.

This task also includes public involvement efforts. This TWO is scoped as a Level 2 CAP with a public meeting. Public involvement efforts will consist of development and maintenance of a Community Awareness Plan, providing plans to the local government’s elected and appointed officials for review and comment at phase submittals, preparing a Virtual Project Update (VPU) and Hybrid Public Meeting (HPM), and mailing property owner postcards.

Task B: Roadway Analysis & Plans

Work performed under this task will include design and preparation of contract plans and documents for the intersection improvements at the intersection of SR 95 (US 29) at CR 196 (Barrineau Park Road).
