Implementation of these improvements is being completed at the request of the Florida Department of Transportation District 3 (DEPARTMENT). The safety improvements were documented in a Memorandum (Safety Study) prepared by Cardno, Inc. dated April 1, 2019. The following improvements were recommended for the subject corridor:
Replace the existing double mast arms.
Install advanced street name signs, NEXT SIGNAL, on Tennessee Street for Stadium Drive and Basin Street motorists.
Restripe the northbound dual right-turn lane skip guidelines for a wider radius to alleviate the overlap that is at times occurring.
SPECIFIC DESIGN CONSIDERATIONS:
All plans and design documents are to be prepared in in English Units and shall be prepared in accordance with the Contract Scope of Services (Contract CAO55), FDOT Standard Plans, FDOT Design Manual (FDM), FDOT Utility Accommodation Manual (UAM), FHWA Highway Safety Manual, and FHWA Manual on Uniform Traffic Control Devices, as applicable.
Per Section 122.1.1 (Design Exceptions and Design Variations) of the April 11, 2023 FDM: “For projects developed to solely address documented safety problems, only the elements identified under the scope of work for the safety improvement project are subject to these approval processes. Existing non-compliant features, within the limits of a safety improvement project do not require approval to remain if the project does not create a non- compliant condition.
D324 089 B
For these projects, all Design Variations and Design Exceptions applicable to the project must be approved prior to the beginning of the design phase.”
Through coordination with the DEPARTMENT or as initially documented on the DEPARTMENT’s ProjectSuite web application, the following design aspects were considered:
Community Awareness Plan Level: 1 without a Public Meeting
Methods of Project Delivery: Class 1, Tallahassee Let
One set of plans will be developed as part of this project which will include roadway plans, signing and pavement markings plans and signalization plans.
DELIVERABLES:
Based upon coordination with the DEPARTMENT, formal plans submittals by the CONSULTANT will be in accordance with the Contract Scope of Services and will occur for:
Phase II Plans
Phase IV Plans
Final (signed and sealed) Plans
Phase II Plans will be provided to the FDOT’s Area Utility Manager to request the applicable Utility Agency Owners (UAOs) to mark their existing or proposed facilities on the plans.
Additional informal submittals or documents related to surveying or other investigational efforts such as geotechnical or structural will also be completed as required. The DEPARTMENT will complete the utility coordination efforts for this project, based upon information provided by the
CONSULTANT.
INITIAL DESIGN SCHEDULE:
The initial design schedule for this project is as follows, per the ProjectSuite web application:

SUMMARY OF INCLUDED TASKS:
Task A Project General and Common Tasks Task B Roadway Analysis & Plans Task C Utility Coordination Task D Structural Analysis Task E Signing and Pavement Markings & Plans Task F Signalization Analysis & Plans Task G Project Survey Task H Geotechnical Analysis Task I Contract Documents
DESCRIPTION OF TASKS:
Task A: Project General and Common Tasks
Work performed under this task will involve contract maintenance efforts and coordinating design elements and plans review submittals with the Department Project Manager, District Safety Manager and the District Design Office and the FDOT Area Utility Manager. Two field reviews will be conducted; one initial review and one prior to the Final Plans submittal. The initial field review will be to evaluate existing field conditions and initial design elements. The second field review will be to evaluate constructability and identify changed field conditions. A Specifications Package for the project will also be developed for the proposed improvements.
This task also includes public involvement efforts. This TWO is scoped as a Level 1 CAP without a public meeting. Public involvement efforts will consist of providing plans to the local government’s elected and appointed officials for review and comment at phase submittals. This task also includes development and maintenance of a Community Awareness Plan and assisting the DEPARTMENT in providing plans to the local government’s elected and appointed officials for review and comment at phase submittals.
Task B: Roadway Analysis & Plans
Work performed under this task will include design and preparation of contract plans and documents for the intersection improvements at the intersection of SR 10 (US 90)/Tennessee Street at Basin Street/Stadium Drive (CR 366). The work will include the evaluation of all alternatives and determining which is the most feasible for safety. The improvements will consist of the replacement of the existing double mast arms, installation of advanced street name signs on Tennessee Street for Stadium Drive and Basin Street motorists and restriping the northbound dual right-turn lane.
Task C: Utility Coordination
Efforts performed related to this task will include coordination with the District Utility Coordinator to obtain information on existing utilities from local utility agency owners, identify potential utility conflicts, and assist with work schedules for any relocates if needed, as related to the proposed improvements. Attendance at the Utility Coordination Meeting is planned. This task also includes the development and maintenance of a Utility Conflict Matrix as related to the proposed improvements. Any SUE will be provided by the DEPARTMENT.
Task D: Structural Analysis
Work performed under this task will include the following:
1. Replacement of double mast arms at the intersection of SR 10 (US 90)/Tennessee Street at Basin Street/Stadium Drive (CR 366).
Other structural scope items include field review, coordination, and QA/QC meetings.
Task E: Signing and Pavement Markings & Plans
Work performed under this task includes analyzing and preparing Signing and Pavement Marking plans, included in the roadway plans, for the changes to the intersection. Advanced street name signs will be included on the new mast arms and the northbound dual right-turn lane will be restriped.
Task F: Signalization Analysis & Plans
Work performed under this task includes analyzing and preparing Signalization Plans, included in the roadway plans, for the double mast arm replacement. A field review will be conducted to review and verify the constructability of the proposed improvements. There will be coordination with Leon County/City of Tallahassee.
Task G: Project Survey
To support the design and construction of the subject improvements, survey for the intersection will include limited DTM and right-of-way recovery. The following additional survey efforts are planned:
1. Horizontal Project Control: Recover and locate former project control (4269371) set in 2011. Set additional horizontal control to support alignment recovery, future construction and terrestrial scan as required.
2. Vertical PC/Bench Line: Recover and locate former project control (4269371) set in 2011.
Set additional vertical control to support future construction and terrestrial scan as required.
3. Alignment and Existing R/W Lines: Search/locate field evidence to verify former project alignment. (Does not include staking, referencing, Comparison Map or R/W). R/W will be provided from former project.
4. Topography/DTM (3D): Perform 3D stationary terrestrial scan of intersection to include existing mast arms/signalization. Limits to include stop bars and end of curb returns. Locate specific features as validation points of the former survey and new scan data. NOTE: The scan will be utilized primarily to validate the former survey. The photographic and terrestrial scan data will be available for supplemental extraction and use if needed.
5. Identify R/W around intersection.
6. Record utility designation based on 811 SSOCOF Design Ticket. Provided by the
DEPARTMENT. SUE provided by the DEPARTMENT.

b. Two (2) days for completion of field testing which will be performed with truck mounted drilling rig.
c. At a minimum, channelization devices will be placed around the work area and a 36” wide sidewalk will be maintained.
3. Laboratory Testing – Soil samples will be collected at standard intervals from the borings and sent to the laboratory for additional testing. Laboratory testing will include visual classification of the soil samples in general accordance with the Unified Soil Classification System and/or AASHTO. Laboratory testing may also include limited classification tests such as Atterberg Limits, organic contents, moisture contents, particle size analysis (no hydrometer).
