About this file

This document is a Task Assignment Notification Form under Florida Department of Environmental Protection (FDEP) Contract No. HW552, issued to Professional Service Industries, Inc. (PSI), an Intertek company. The task assignment authorizes PSI to conduct annual groundwater monitoring activities at the Priceless Dry Cleaners facility located at 220 North Orlando Avenue, Winter Park, Orange County, Florida. The contract is administered by the FDEP's Hazardous Waste Cleanup Section, with Killian Talley serving as the DEP Contract Manager and Nana Westmark as the Contractor Representative.

The scope of work consists of two subtasks: Project Management and Annual Groundwater Sampling and Analysis and Report. Subtask 2 includes mobilization to the site, collection of groundwater samples and elevation measurements from nine monitoring wells (two shallow, seven intermediate, and one deep well), laboratory analysis of ten groundwater samples for volatile organic compounds using EPA Method 8260B, management of investigative derived waste (IDW) to be handled by PetroTech Southeast, and preparation of a comprehensive Groundwater Monitoring Report. The total fixed-price task assignment value is $6,716.32, with 50 total labor hours allocated. The work is authorized through November 13, 2020, with final deliverables due by August 7, 2020. PSI may invoice upon FDEP receipt and approval of the Groundwater Monitoring Report, ADaPT/GIS Update, and IDW Manifest. There is no retainagfe, no fee schedule component, and no cost reimbursement or cost-plus arrangements; payment is on a fixed-price basis only.

From: Killian Talley, Project Manager Date: February 10, 2020 Subject: Negotiation Summary

HW552 DC006L

Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Priceless Dry Cleaners site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Sampling and Analysis and Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, ten (10) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by PetroTech Southeast as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $6,716.32 with 50 labor hours.

PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Priceless Dry Cleaners 220 North Orlando Avenue Winter Park, Orange County, Florida

FDEP Facility ID# 48 9502059 / ERIC_5015 PSI Project No. 0552-599

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring services for the Priceless Dry Cleaners at 220 North Orlando Avenue, Winter Park, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The Priceless Dry Cleaners opened in October 1991 and utilized perchloroethene (PCE) as their drycleaning solvent. Based on documented impacts from drycleaning fluids, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in June 1997, and assessment activities commenced in August 2001.

A Bioremediation Pilot Study was conducted in April 2006 with two injection areas, one in the source area and one downgradient.

In September 2007, a Remedial Action Plan was developed and implemented which consisted of 5 vapor extraction wells, powered by a 5 HP AMETEK Rotron blower, and off gas treatment via Granular Activated Carbon (GAC). PSI was tasked with providing remediation system start-up on January 31, 2011 and the system ran until April 2012 when the motor seized and was not repaired. The system was subsequently transferred to the Department’s Lakeland warehouse for storage.

FDEP – Priceless Cleaners

Groundwater monitoring has occurred generally on an annual basis which continues to reveal a groundwater plume migrating to the southwest and off-site. In 2014, groundwater monitoring was deferred until the adjacent property was re-developed. The southwest adjacent property was redeveloped as a shopping center in 2014 with the grocery store, Trader Joes, as the anchor tenant.

Subsequent to the adjacent property reconfiguration, PSI provided oversight for the installation of a 46-foot deep monitor well (MW019) on the Trader Joes property in July 2015. The monitor well was installed as a replacement for MW006, MW011 and MW016, which were destroyed during site redevelopment.

PSI conducted annual groundwater sampling and analysis in 2015, 2016 and 2017. Results of the annual groundwater monitoring program reveals a narrow contaminant plume migrating towards Lake Killarney.

Results from 2017 also indicated vertical migration of PCE near MW015, located on-site at the former Priceless Cleaner.

In July and August 2019, Supplemental Assessment was conducted which consisted of soil confirmation samples and a MAGS study. The tenant apparently moved in 2019 and it was considered an opportune time to collect additional data inside the former drycleaner. Results revealed remaining impacts to the soil.

PSI has developed the proposal contained herein to continue the groundwater monitoring program. The recommended network is based on previous results and in accordance with our most recent groundwater report.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to evaluate current groundwater quality conditions.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Annual Groundwater Sampling and Analysis and Report

a. Mobilization to the site.

b. Collect groundwater samples and groundwater elevation measurements from the following wells:

i. Shallow wells: MW014 and MW017,

ii. Intermediate wells: MW004, MW007, MW008, MW009, MW015, MW018 and

MW019,

iii. Deep wells: MW005.

c. Collected groundwater samples will be laboratory analyzed for Volatile Organic

Halocarbons (VOH) by EPA Method 8260. The analysis will be performed using a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory.

FDEP – Priceless Cleaners

d. The investigative derived waste (IDW) will be containerized in a 55-gallon drum. Once characterization of the IDW has been performed, the drum will be transported off the site to an approved facility. A copy of the manifest will be provided to the Department upon receipt.

e. An Annual Groundwater Monitoring Report will be developed which will include current and historical data, with a comparison to state standards and consist of current groundwater elevation and quality date, development of ADaPT package, and recommendations.
