About this file

This document is a Task Assignment Notification Form for DEP Contract No. HW552, a consolidated services contract with the Florida Department of Environmental Protection (FDEP). The parties involved include the State of Florida through FDEP's Waste Site Cleanup Section, the contractor Professional Service Industries, Inc. (PSI), an Intertek company, and various subcontractors including Petrotech Southeast for investigative derived waste (IDW) disposal. The task assignment covers groundwater monitoring activities at the Plant City Laundry site located at 401 East Reynolds Street in Plant City, Hillsborough County, Florida (ERIC_4722).

The task assignment authorizes PSI to conduct annual groundwater monitoring activities consisting of two primary subtasks: Project Management and Groundwater Sampling/Report. The scope includes collecting groundwater elevation measurements and samples from thirty-three existing monitoring wells, submitting samples to a NELAC-approved laboratory for analysis via EPA Method 8260B for volatile organic compounds, managing investigative derived waste, preparing an ADaPT/GIS database update, and delivering a comprehensive Groundwater Monitoring Report. The total task assignment value is $16,082.99 on a fixed-price basis with zero retainage. The work encompasses 124 total labor hours, with costs allocated across direct labor ($9,744.70), overhead ($6,148.34), travel ($776.00), laboratory analysis ($2,376.00), field equipment and expendables ($1,779.00), and IDW disposal services ($253.00) including a handling fee. The final deliverables—the Groundwater Monitoring Report, ADaPT/GIS Update, and Waste Manifest—are due June 25, 2021, with the period of performance extending through October 1, 2021. Payment is contingent upon FDEP receipt and approval of the deliverables.

HW552 DC031D

Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Plant City Laundry site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Groundwater Sampling/Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, thirty-three (33) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by Petrotech Southeast as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $16,082.99 with 124 labor hours.

PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Plant City Laundry 401 East Reynolds Street

Plant City, Hillsborough County, Florida 33563 FDEP Facility ID# 29 9501205/ ERIC_4722 PSI Project No. 0552-2476

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to conduct groundwater sampling and analysis for the former Plant City Laundry at 401 East Reynolds, Plant City, Hillsborough County, Florida. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The former Plant City Laundry operated from 1953 to 2000 and existed as a standalone structure until it was demolished sometime around 2005. The site is currently an open field with no building structures.

The site is located approximately 1.4 miles south of Interstate-4 (I-4) and approximately 1.3 miles east of the intersection of Reynolds Street and State Road 39.

Plant City Laundry operated as a uniform rental and drycleaner facility and maintained a PCE drycleaning machine as well as a conventional laundry machine. The facility was connected to the public sanitary sewer. The site reportedly used well water according to a 1993 HCEPC Hazardous Waste Facility Inspection Report and a 1996 FDEP RCRA compliance inspection report.

PSI prepared a Site Assessment Work Plan on November 20, 2017, which detailed recommendations for assessment activities and was approved by the Department December 3, 2017. PSI has been conducting mailto:Killian.Talley@FloridaDEP.gov

FDEP – Plant City Laundry, ERIC_4722 the site assessment since February 2018 and has conducted over 7 different sampling episodes to delineate the soil and groundwater impact from the former drycleaner.

The soil impact, based on data obtained to date, is at least 100 feet by at least 60 feet, to a depth of approximately 6 feet.

Thirty-three monitoring wells have been installed at the site to characterize shallow groundwater quality.

Most of the wells have been installed in a clustered configuration with wells screened from 2-12 ft., 14- 19 ft. and 22-27 ft. The highest levels VOH in groundwater were detected in MW002S, a well located at the southeast corner of the formerly existing dry cleaning facility footprint. A groundwater sample collected from MW002S in 2018 contained 51,000 ug/L of PCE; and 27,000 ug/L of TCE. Eighteen different locations within the study area have shallow groundwater concentrations exceeding NADC criteria. It is our understanding that Waste Site Cleanup desires updated information on groundwater quality. PSI recommends collecting groundwater samples from the network of monitoring wells present at the site followed by laboratory analysis of the samples for volatile organic halogens (VOH).

PROPOSED SCOPE OF WORK

The proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Sampling and Analysis, with Report

Groundwater samples will be collected from existing wells to evaluate current groundwater quality in the project area. Field sampling and decontamination procedures will be conducted by PSI in general accordance with FDEP Standard Operating Procedures (DEP SOP 001/01). The following activities will be conducted:

a. Mobilization to the site.

b. Collect groundwater elevation measurements from all wells.

c. Collect groundwater samples from the thirty-three existing wells.

d. Submit samples to a National Environmental Laboratory Accredited Conference (NELAC) approved laboratory for Total Volatile Halogens by EPA Method 8260.

e. Containerize the investigation derived waste (IDW) purge water in a 55-gallon drum and arrange for IDW to be transported and disposed of at an approved facility. A waste manifest will be submitted subsequent to receipt.

f. Develop an ADaPT package for submittal

g. Develop a brief Groundwater Sampling and Analysis Report to include tables, data and maps with a description of site activities.

FDEP – Plant City Laundry, ERIC_4722

COST ESTIMATE AND SCHEDULE

The estimated cost to conduct the groundwater sampling and analysis is shown on the attached Cost Estimate and Level of Effort. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Consolidated Services, dated December 10, 2010. We anticipate approximately 7 to 10 weeks from approval of this proposal to complete the groundwater sampling event and report.

All PSI services will be conducted in accordance with the terms and conditions contained within the DEP Contract No. HW552, Bureau of Waste Cleanup Consolidated Services, dated December 10, 2010.

PSI appreciates the opportunity to be of service to the FDEP. We look forward to working with you on this important project. If you have any questions, please feel free to contact us at (813) 886-1075.
