Subject: Negotiation Summary

HW552 DC017S

Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Viking Plaza site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Sampling and Analysis and Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, twenty-one (21) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, six (6) groundwater samples for UIC parameters, ten (10) groundwater samples for natural attenuation parameters, and management of investigative derived waste. Sampling for UIC and natural attenuation parameters will be conducted to help evaluate the possible effect of a site in the petroleum restoration program in-situ chemical oxidation remediation on the Viking Plaza site. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by Clark Environmental as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $14,671.64 with 102 labor hours.

PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

PROJECT BACKGROUND

The Viking Plaza is located at 32 NW Wright Parkway, Fort Walton Beach, Okaloosa County, Florida. Viking Plaza began operating as a coin laundry in 1970 and utilized dry cleaning equipment until 1985 when the equipment was removed. In 1997 the facility was found eligible for state funded cleanup under the Drycleaning Solvent Cleanup Program. The drycleaner business is no longer in operation and currently operates as a laundromat. The Viking Plaza strip center consists of five tenants including a convenience mart which historically sold gasoline and is a documented petroleum Leaking Underground Storage Tank site (Viking Food Mart, aka Sunshine Junior No. 83, FDEP Facility No. 46 8512309).

Various assessment and remediation activities have been conducted for the petroleum impact, including a source removal of approximately 112 tons of petroleum impacted soil. During the petroleum contamination assessment, chlorinated solvent groundwater impacts were reported above Groundwater Cleanup Target Levels (GCTLs) and Natural Attenuation Default Concentrations (NADCs).

Viking Plaza, Post Injection Monitoring

In 2005, site assessment activities were conducted to investigate impact at the site from the drycleaner.

The soil contamination was primarily beneath the building which was addressed during a limited source removal in 2010. During the removal, HRC-X and EOS® groundwater amendments were applied to augment remediation. An SVE system from a state funded site was installed at the Viking Plaza site by PSI. SVE system operation commenced in June 2012 and continued through October 2014.

A video survey of the wastewater line was conducted in January 2013 which identified two breaks in front of the building.

Annual groundwater sampling has occurred since August 2011 which reveal continuing impacts of the chemicals of concern. In 2014, impacts were discovered again in the off-site irrigation wells east of the Viking Plaza. It is our understanding that a Notification of Discovery of Contamination was previously filed.

Groundwater injection activities were conducted by PSI in March of 2015. The injections involved the injection of a vegetable oil substrate and bacteria culture into the six newly installed injection point clusters and one existing injection point located inside the building.

Site restoration activities occurred on the adjacent residential property (owned by Mr. and Mrs. Freeman) in November 2015 and March 2018. The SVE wells were cut and capped, along with gravel removal and revegetation. The SVE remediation system was scrapped in November 2019.

The Viking Plaza strip center also houses a convenience mart which historically sold gasoline and is in the petroleum cleanup program (Viking Food Mart, aka Sunshine Junior No. 83, FDEP Facility No. 46 8512309).

The petroleum contamination is being addressed through in-situ chemical oxidation using EN Rx Sustained Singlet Oxygen™ (SSO) and EN Rx Synergist™, a proprietary form of sodium peroxide and a catalyst. The end products are carbon dioxide and water.

Based on the annual site review of the Viking Plaza Drycleaners between FDEP Hazardous Waste Cleanup Section and PSI, post injection monitoring was recommended. The first two post injection groundwater sampling activities were conducted in June and September 2015. A third post injection groundwater sampling event was conducted in August / September 2016. The fourth post injection groundwater sampling event was conducted in February / March 2018 and the fifth event was in November 2018.

Based on our understanding, the Department requests an additional monitoring event.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of Post Injection Groundwater Monitoring which will be used to monitor groundwater quality and to evaluate if additional injection activities are warranted.

Specifically, the proposed scope of work consists of the following subtasks:

Subtask 1. Project Management

This scope is provided for in the template worksheets.

Subtask 2. Groundwater Sampling and Analysis

Groundwater sampling and analysis will be performed according to specifications within the most recent FDEP review memorandum of the post injection groundwater monitoring event. The groundwater sampling and analysis will consist of the following:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of select monitor wells.

c. Collect samples from the following along with the parameters listed in the table as follows:

e. The Investigation Derived Waste (purge water, decontamination water) will be containerized in 55-gallon drums and transported to an approved facility for treatment / disposal.

f. Development of GIS tables and deliverable.

g. Development of ADaPT package deliverable.

h. Development of a Post Injection Groundwater Monitoring which will include current groundwater elevation maps and current groundwater quality data. Conclusions and recommendations will be made, which will include any modifications to the groundwater sampling network. The report will incorporate specific recommendations and provide opinions based on professional experience to achieve the most efficient endpoints.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the post injection monitoring is shown on the attached Cost Estimate and Level of Effort sheets. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Services, dated December 10, 2010.

The Post Injection Groundwater Monitoring will be conducted in August – September 2020 with a report deliverable at the end of November 2020.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.
