Devil's Mill hopper Geological State Park-Sinkhole Access Preliminary Engineering

Dear Teri, For your review, Registe, Sliger Engineering, Inc. (RSE), has provided a proposal summary and man hour documentation for the services identified below:

• Survey, asbestos and lead based paint survey, structural inspection, and preliminary engineering for wooden staircase, retaining wall, and boardwalk accessing the sinkhole.

Please review the attached Proposal Summary and deliverables.

John Sliger, P.E.

Vice President/Project Manager

Subtask 1: Preliminary

Sinkhole Access Preliminary Engineering Devil's Millhopper Geological State Park

CN221, Task Assignment Number 07

Description: Design team will provide coordination with subconsultants and BOC, provide design survey and geotechnical services for the sinkhole access, as well as Lead/ Asbestos survey of the existing boardwalk and retaining wall.

• lA: RSE will provide overall project management and coordinate with subconsultants and BDC.

• 1B: Design Survey- Cornerstone will provide a topographic survey to include the retaining wall and will extend 20 feet on both sides of the entire staircase and 30 feet around the lower platform and include the retaining wall at the top of the stairs. Cornerstone will provide elevations at all corners of each landing and all corners at the top and bottom of each row of stairs. Cornerstone will also locate the support columns as requested. A minimum of 2 benchmarks will be located on site or near the area for easy location by others. All work will be based on a recorded vertical datum (NAVD88), but will not be in State Plane Coordinate System for Horizontal locations. All work will meet or exceed Florida Minimum Standards for Topographic Surveys. FDEP will allow access to the site.

• lC: Asbestos & Lead Based Paint Testing - Southern Earth Sciences, Inc. (SESI) proposes to perform an Asbestos NESHAPS (40CFR Part 61) demolition survey of the visitor walkway/hiking trail (about½ mile long) and retaining wall at the Devil's Millhopper Geological State Park. SESI will also use an EPA Toxic Substances Control Act (TSCA) Lead Based Paint (LBP) Inspector to test exposed surfaces for LBP using a RMD LPA-1 XRF. SESI will issue a report with identified locations, quantities and actions for demolition. SESI will collect a sample for Toxicity Characteristic Leaching Procedure (TCLP) Lead if LBP is identified on the surfaces. FDEP will allow access to the site.

• lD: Geotechnical Letter Report - Environmental and Geotechnical Specialists, Inc. (EGS) will determine the Depth to Rock (within 10 feet of the existing surface) along the alignment of the existing boardwalk and overlook area, on 500 feet centers. Provide depth to rock measurements on an aerial plan sheet, as well as provide cone penetrometer results of the soils encountered, on 2 ½ feet centers. EGS will provide results in a geotechnical letter report.

Deliverable: Design team will provide BOC with topographic survey, digitally signed and sealed Geotechnical Report, and Asbestos & Lead Based Paint Report. Topographic survey will be in electronic 24x36 pdf and native Autocad drawing file format.

• lA: RSE will provide digital copies of emails or memos to BDC documenting coordination with subconsultants and BCD.

• lB: Design Survey-Cornerstone Land Surveying will provide the finished survey on disk in Autocad format using FDEP's standards and provide a scan of the signed survey.

• lC: Asbestos & Lead Based Paint Testing - SESI will issue a report with identified locations, quantities and actions for renovation via email to BDC in digital format.

• lD: Geotechnical Letter Report - EGS will provide a digitally signed and sealed Geotechnical Report including recommendations and allowable bearing capacity for the proposed shallow foundation.

One hardcopy and one digital copy of the signed final report will be delivered to BDC.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
