DEP CONTRACT NO. PL359
LABINS TASKS
2024-2025
Task Assignment No. 9
Task Description: LABINS Maintenance and Development 2024-2025
A. Certified Corner Records
i. Obtain from DEP all certified corner documents that are recorded for the 2024-
2025 fiscal year. A maximum of 3,000 documents will be included in this task.
ii. Ensure the online data entry procedure established in a previous contract is always available to DEP.
iii. Load copies of the scanned certified corner record images into the appropriate Internet accessible directories as DEP delivers them to FREAC via the previously established procedures.
iv. Match the 2024-2025 Certified Corner Records with the state-wide master
BLMID index file to make certain there is a hook for all corner documents.
Identify any problems with the master PLS coverage and correct them. For any questionable or problem records, create a database of these records and pass them back to DEP for their consideration.
v. Ensure the proper development and maintenance of the certified corner record database. Make modifications to the document collection tool as necessary.
Maintain a current backup of both the certified corner database as well as the scanned images.
vi. Periodically re-create the county zip files containing PDF images for all documents that fall within a county.
vii. Serve as an interface to the general public for access to the certified corner records. Field phone calls and written requests concerning the documents.
Cost: $ 12,000

B. Florida Surveying and Mapping Society Annual Convention
i. Acquire one booth at the annual Florida Surveying and Mapping Society convention. This is a four-day convention that focuses on surveying and related issues in Florida. The participants at this conference are all potential LABINS users.
ii. Provide one full day of labor to man the booth during all exhibit hall open hours and sufficient time to set up and take down the booth.
iii. Research the particulars of acquiring a high speed Internet connection for a laptop computer. This will only be necessary to purchase if the Verizon AirCard will not work in the exhibit hall.
iv. Cost of this task will include hotel accommodations, per diem, and rental car for the convention dates in July or August 2025.
v. Prepare a variety of maps, handouts and other examples of data, maps and general information that is available from LABINS.
Cost: $3,500
C. National Geodetic Survey (NGS) Data Update
i. Verify that the NGS Representational State Transfer (REST) service is current and operational for the LABINS map.
ii. NGS Tools Add links to any new tools appropriate to LABINS users.
Cost: $ 3,500
D. LABINS Promotion
i. Attend the Water Management Districts GIS managers quarterly meetings and monitor their activities as they relate to LABINS. The decisions and plans made at these meetings affect imagery and control acquisition in Florida.
ii. Provide mobile access to the Internet for the various state conferences and meetings where LABINS is promoted, demonstrated and discussed.

Cost: $ 5,000
E. Distribution of Volunteered Data
i. When appropriate and discovered, include a limited amount of data contributed by LABINS users which would include government agencies at various levels.
Cost: $ 2,000
F. Expanded functionality of Interactive Map
The interactive map developed in the 2023-2024 contract is constructed with the Esri Experience Builder (ExB) product and covers at least 80% of the functionality provided in the previous LABINS map. Because ExB is a relatively new software platform, it is expected to be updated to a new version approximately every 3 months (4 times per year). With each release, evaluate the new features as well as improvements to the existing ones. Where appropriate, implement any changes that will improve the user experience.
i. Work with FDEP on a strategy to introduce the new ExB map to LABINS users in a user-friendly manner and remove the old map when appropriate. The strategy could include providing both maps simultaneously to give users a chance to adapt.
ii. After each new ExB software release:
Investigate new capabilities and attempt to add new functionality Re-test all functionality to ensure that prior functionality is still intact
Cost: $ 20,000
G. Densification and Maintenance of Tide Interpolation Points
i. Add new tide interpolation points provided by FDEP.
ii. Include other map functionality as needed.
Cost: $ 4,000
DEP Contract No. PL359, Task Assignment No. 9, Page 4 of 8
H. Certified Corner Data Entry
i. Perform data entry on up to 3,000 records.
ii. Perform modifications as requested by FDEP.
iii. Provide data entry training for FDEP staff as requested.
Cost: $ 8,500
I. Mean High Water Data Entry
i. Perform data entry on up to 1,000 new records as provided by DEP.
ii. Examine the current database and correct records with Project name not available to include information from the Notice of Filing summary if possible. Work backward from the most recent to the older records.
Cost: $ 8,000
J. NOAA Tide station links
i. Working with DEP, evaluate the accuracy and content of NOAAs tide station reports. If appropriate, Include a link to NOAAs version of the tide station reports. Make sure it is clear to the user where each report originates and how best to analyze the difference. NOAAs reports can be found here:
https://tidesandcurrents.noaa.gov/gis-data-portal/
K. LiDAR Information
i. Include an informational section on access to Florida LiDAR. Most, if not all, of Floridas LiDAR is cataloged with a federal agency. Because these data sets and products are quite large, use a national accessible clearinghouse as the source for user download: https://apps.nationalmap.gov/downloader/

L. Upgrade Database Management System (DBMS) PostgreSQL is a robust open-source relational database known for its reliability and advanced features. Its strong community support ensures continuous improvements and thorough documentation. PostgreSQL's high performance, security features, and scalability make it suitable for projects from small applications to large-scale enterprise systems.
i. Upgrade both existing production LABINS databases to a more recent release of
PostgreSQL, making sure it is compatible with Esri products.
ii. Evaluate each of the databases and text-based strategies used by the current system and develop a plan for moving any non-Postgres environments to the newly created one.
iii. Implement the plan developed above.
Cost: $ 8,000
M. Hi-Res Imagery Processing
i. Evaluate and streamline any processing steps needed to include high-resolution imagery collected by the Department of Revenue each year into the existing (and possibly converted Postgres database created in task L above) LABINS hi-res database accessible via both text and map queries.
ii. Edit county names to be consistent with the existing database schema (e.g.
StJohns and St_Johns; BREVARD and Brevard, and Dade vs Miami-Dade).
iii. FREAC will no longer convert the delivered .sid files to the much older version pervious supported by older AutoCad and other similar software platforms. This task was done in previous years for LABINS users using older software versions unable to use the imagery. It is not anticipated this will impact any users going forward.
iv. FREAC will no longer maintain any delivered .TIFF files. These are the original files the .sids are created from. It is FREACs understanding the Florida Department of Transportation (FDOT) has been, and will continue to, save these files. They are considered the original files and could be necessary for any court proceedings requiring original, rather than processed (.sid) images.

v. Update the appropriate database tables to allow user access to these new images.
vi. Continue to maintain and make available all previously collected LABINS imagery dating back to 1995.
Cost: $ 5,000
N. Review the PLS Master file (Pls_ptp_master_3857)
When developing the new ExB map for the 2023-2024 contract it became evident there are still issues with the attribute accuracy of the PLS point feature class. There are many mis-labeled townships (and some sections) often labeled with zeros. It is recognized some of these are necessary due to labels being generated in large lakes and other natural features.
i. This task will make sure each of these labels are consistent throughout the layer.
This will ultimately make consistent odd labels (not really tied to the true PLS) and they can then be eliminated in the auto-generated picklists in the new ExB map searches.
ii. Additionally expand the quarter-quarter points in Pinellas County. Over the years several townships have been expanded so historic records provided by the county have a hook to allow map access.
Cost: $ 10,000
Total Cost: $ 93,500
