DEP CONTRACT NO. PL359

LABINS TASKS

2025-2026

Task Assignment No. 10

Task Description: LABINS Maintenance and Development 2025-2026

A. Certified Corner Records

i. Obtain from DEP all certified corner documents that are recorded for the 2025- 2026 fiscal year. A maximum of 3,000 documents will be included in this task.

ii. Ensure the online data entry procedure established in a previous contract is always available to DEP.

iii. Load copies of the scanned certified corner record images into the appropriate Internet accessible directories as DEP delivers them to FREAC via the previously established procedures.

iv. Match the 2025-2026 Certified Corner Records with the state-wide master BLMID index file to make certain there is a hook for all corner documents.

Identify any problems with the master PLS coverage and correct them. For any questionable or problem records, create a database of these records and pass them back to DEP for their consideration.

v. Ensure the proper development and maintenance of the certified corner record database. Make modifications to the document collection tool as necessary.

Maintain a current backup of both the certified corner database as well as the scanned images.

vi. Periodically re-create the county zip files containing PDF images for all documents that fall within a county.

vii. Serve as an interface to the public for access to the certified corner records.

Field phone calls and written requests concerning the documents.

viii. Add the label tag from the old LABINS map to the new app for the Primary BLMID for the Certified Corners.

DEP Contract No. PL359, Task Assignment No. 10, Page 2 of 8

ix. Verify that the Primary BLMID labels are correct. They use these labels for completing the forms and these need to be verified.

Cost: $ 12,000

B. Florida Surveying and Mapping Society Annual Convention

i. Acquire one booth at the annual Florida Surveying and Mapping Society convention. This is a four-day convention that focuses on surveying and related issues in Florida. The participants at this conference are all potential LABINS users.

ii. Provide at least one person to be at the booth during all exhibit hall open hours and sufficient time to set up and take down the booth.

iii. Research the particulars of acquiring a high speed Internet connection for a laptop computer. This will only be necessary to purchase if the Verizon AirCard will not work in the exhibit hall.

iv. Cost of this task will include hotel accommodations, per diem, and rental car for the convention dates in July or August 2026.

v. Prepare a variety of maps, handouts and other examples of data, maps and general information that is available from LABINS.

Cost: $ 3,500

C. National Geodetic Survey (NGS) Data Update

i. Verify (update as necessary) that the NGS Representational State Transfer (REST) service is current and operational for the LABINS map.

ii. NGS Tools Add links to any new tools appropriate to LABINS users.

Cost: $ 3,500

D. LABINS Promotion

DEP Contract No. PL359, Task Assignment No. 10, Page 3 of 8

i. Attend the Water Management Districts GIS managers quarterly meetings either in person or virtual and monitor their activities as they relate to LABINS.

The decisions and plans made at these meetings often affect imagery, LiDAR and survey control acquisition in Florida.

ii. Provide mobile access to the Internet for the various state conferences and meetings where LABINS is promoted, demonstrated and discussed.

Cost: $ 5,000

E. Distribution of Volunteered Data

i. When appropriate and discovered, include a limited amount of data contributed by LABINS users which would include government agencies at various levels.

Cost: $ 2,000

F. Expanded functionality of Interactive Map

i. Monitor ESRIs Experience Builder Life Cycle page for updates to the base code.

It is expected that in July, November, and March of this contract period new releases will occur. These updates often have deprecated code changes that may affect the map and new features to take advantage of. Ensure all widgets work as they did in previous releases. Make any required changes to the existing map these releases require.

ii. Revisit the fields shown with a map Identify for each map layer. For example, CCR shows a quad number that needs to be reformatted to an alphanumeric style. Consult with FDEP on any new fields to add, delete, or reformat.

iii. Update Base maps Currently we use the default list of base maps; investigate using a custom set. Figure out how to create a FREAC version of base maps where we can take out some and put others in. Consider using map layers if they dont add significant load time while turned off.

iv. The Esri Topo Basemap only zooms into a scale of 1:24,000. The Topo map is used for the updated waterbody names. Test additional zoom levels for the Topo Basemap. If additional zoom levels are not available then test extracting the waterbody labels into a map layer. The ExB seems to be limiting the zoom extent.

DEP Contract No. PL359, Task Assignment No. 10, Page 4 of 8

v. The hybrid elements of the Esri Imagery Hybrid basemap are not showing.

Investigate a solution.

vi. Additional maps to consider:

An image service from 1940 for the state:

https://ca.dep.state.fl.us/arcgis/rest/services/Imagery/Aerial_Imagery_1 940s/ImageServer

Link to imagery from DEP to evaluate:

https://ca.dep.state.fl.us/arcgis/rest/services/Imagery (An idea might be to use a set that was, say, 10 years old. In theory, this would take 3 services because only 1/3 of the state is flown each year.)

Cached tile mosaic for NOAA T sheets (mid 1800s) which are more accurate than the GLO maps for coastlines. The T sheets were available via a URL and NOAA recently removed this service from production. Reach out to NOAA to retrieve the service they use to host for this dataset and investigate implementation into the LABINS app. FDEP will provide links and contact information.

Investigate adding the BTLDS Submerged Lands Lease easements and BTLDS data to the LABINS app.

Contact office of Guy Weeks to make sure we have complete Erosion Control Line data.

General Permit line A few relevant layers from MapDirect NOAA layer showing recovery stations Investigate the recovery marker dashboard and see if its possible to add the NOAA layer to the LABINS app.

These would be NGS survey marks that have been reported as recovered and are permanent marks that have published position or height information.

There are multiple NOAA COOP services. Investigate the services and detail the contents of each for consideration for addition to the LABINS ExB app.

Investigate the NGS survey mark recovery dashboard to see if it would be possible to add the NGS layer to the LABINS app

vii. Layer Grouping There is a concern about the number and organization of the layers in the new LABINS app. Design a layer grouping solution to regroup layers, possibly by control.

viii. Add the Add Data widget to the map.

In consultation with FDEP, look at what the options are and understand where the data goes if you, say, add a local shapefile. Consider putting this in

DEP Contract No. PL359, Task Assignment No. 10, Page 5 of 8 an accordion widget where some of the seldom used widgets could be housed.

ix. Replace the existing draw tool with the new one that has the ability to add text.

Cost: $ 20,000

G. Densification and Maintenance of Tide Interpolation Points

i. Add new tide interpolation points provided by FDEP.

ii. Include other map functionality as needed.

Cost: $ 4,000

H Certified Corner Data Entry

i. Perform data entry on up to 3,000 records.

ii. Perform modifications as requested by FDEP.

iii. Provide data entry training for FDEP staff as requested.

Cost: $ 8,500

I Mean High Water Data Entry

i. Perform data entry on up to 1,000 new records as provided by DEP.

ii. Examine the current database and correct records with Project name not available to include information approved by FDEP if possible. Work backward from the most recent to the older records.

iii. Investigate populating a layer with MHW surveys with label tags. This is similar to the permit layer, in that we would have a symbol to show there is a MHW survey at a given location and add the ability to toggle a label for said feature. Currently, the code the location by working backward and it takes a long time to find a specific site like in Sarasota County.

Cost: $ 8,000

J Erosion Control Line (ECL)

viii. Update the ECL query so it uses the PostgreSQL database rather than the existing hardcode web page. Query by county via a picklist.

Cost: $ 1,000

DEP Contract No. PL359, Task Assignment No. 10, Page 6 of 8

K Rename the Tidal Request Widget on Map

i. Water Boundary Information Request is a suggested title. This clarifies to the user in the event of an inappropriate area selection.

ii. Investigate adding different buttons for non-tidal, ordinary high, or mean high water requests. We do not need to limit inland clicks because there are inland waterbodies for which requests are made.

Cost: $ 1,000

L Edit CCR text data entry program

i. Research the possibility of adding code to the data entry program to add a link from the BLMID to the related CCR records.

ii. Modify the code to show both the user supplied BLMID and the PRIMARYBLM stored for the record. Note that data entry personnel need to have training on the differences between BLMID and PRIMARYBLMID.

iii. Modify the CCR data entry program to record whether or not a record has coordinates, projection, and horizontal datum. Note that this information is internal to FDEP and does not include records already entered into the database.

Cost: $ 6,000

M Use Large Language Model (LLM) to gather CCR coordinates

i. Research feasibility and implement on all records if possible.

Cost: $ 8,000

N CCR Recovery Dashboard

i. Investigate the possibility of implementing a CCR recovery dashboard (similar to NOAAs dashboard)

O Hi-Res Imagery Processing

i. Evaluate and streamline any processing steps needed to include high-resolution imagery collected by the Department of Revenue each year into the existing LABINS hi-res database accessible via both text and map queries.

DEP Contract No. PL359, Task Assignment No. 10, Page 7 of 8

ii. FREAC will no longer maintain any delivered .TIFF files. These are the original files the .sids are created from. It is FREACs understanding the Florida Department of Transportation (FDOT) has been, and will continue to, save these files. They are considered the original files and could be necessary for any court proceedings requiring original, rather than processed (.sid) images.

iii. Update the appropriate database tables to allow user access to these new images. This includes any color IR images that are provided.

iv. Continue to maintain and make available all previously collected imagery dating back to 1995.

P State Place Coordinate System Coordinate Conversion Zoom-to

i. Investigate Esri adoption of the new horizontal datum.

ii. Investigate adding SPC functions as a widget.

Q New LABINS Links

i. Provide FDEP the new link for the new Experience Builder map for review. In consultation with FDEP, devise a plan to swap the old and new maps and remove the old.
