About this file

This is a Capital Improvement Plan (CIP) Funding Summary document from the Town of West Hartford, Connecticut, detailing infrastructure and facility improvement projects for the Public Schools and Town Buildings across fiscal years 2026-2028. The document outlines five primary project categories: Norfeldt, Bugbee, and Whiting Lane Elementary School Air Quality Improvements; Public Schools Heating and Ventilation Systems upgrades; Asbestos Removal in accordance with the Board of Education's Asbestos Management Plan; Cornerstone Aquatics Facility Renovation; and Energy Conservation improvements across Town and school buildings. The air quality improvements project addresses deficiencies in nine elementary schools built prior to 1964 that lack modern fresh air ventilation, air conditioning, and contemporary window systems. The Cornerstone Aquatics Center renovation, originally constructed in 1961 with a 1991 addition, requires significant upgrades to mechanicals, plumbing, hydraulics, air handlers, and structural details. The HVAC systems upgrade program addresses boiler replacements and control system improvements across the district for equipment that has exceeded its useful life. Projects are strategically eligible for inclusion in an Energy Performance Contracting (EPC) implementation.

The total CIP funding requested across the three-year period is $14,820,000, distributed as $350,000 in FY26, $6,980,000 in FY27, and $7,840,000 in FY28. West Hartford authorizes CIP funds in two-year allocations, allowing both FY27 and FY28 funds to be expended beginning July 1, 2026. The air quality improvements initiative represents the largest single project at $11,080,000 total, followed by HVAC systems upgrades at $2,450,000. The energy conservation and facility renovation projects are positioned within the Town's broader energy management strategy and are candidates for Energy Savings Performance Contracting (ESPC) financing through selection of a Qualified Energy Service Provider (QESP), as indicated by the concurrent RFP issuance by the Town.
