This is a Project Description document for the Town of West Hartford, Connecticut's Request for Proposals for a Qualified Energy Service Provider (QESP) to implement town-wide energy savings measures. The project encompasses energy efficiency improvements across municipal buildings and the school district on an Energy-Savings Performance Contracting (ESPC) basis. The scope includes a comprehensive energy audit of Town facilities, identification and implementation of energy conservation measures, and performance monitoring to ensure guaranteed energy savings. The Bugbee School building is identified as one of the key facilities included in this initiative, serving as a baseline for understanding the Town's broader energy efficiency objectives and retrofit requirements across its portfolio of buildings.

The ESPC model allows the Town to fund energy improvements through the savings generated by implemented measures, reducing upfront capital expenditures while establishing performance guarantees that ensure contracted energy savings are realized. The project aims to modernize building systems, improve operational efficiency, and reduce the Town's overall energy consumption and associated utility costs. The selected QESP will be responsible for comprehensive energy assessments, engineering design, equipment procurement, installation, and ongoing performance verification to guarantee the promised energy savings throughout the contract term. This approach aligns with Connecticut's energy efficiency goals while providing the Town with a mechanism to upgrade aging building infrastructure and achieve long-term operational cost reductions.
