About this file

This is an appendix document outlining potential energy conservation measures for a Qualified Energy Service Provider (QESP) engagement with the Town of West Hartford, Connecticut and its School District. The appendix specifies energy efficiency improvements that must be evaluated and considered for implementation across the municipality's facilities on an Energy-Savings Performance Contracting (ESPC) basis. The document presents a comprehensive list of conservation measures organized into four categories: electrical measures, facility thermal building systems, building envelope improvements, and water conservation initiatives. Proposers are required to address all listed measures in their responses and must provide detailed financial and technical justifications in Section B-2 of their proposals for any measures deemed infeasible or not incorporated into the proposed solution. Measures already completed in previous phases are exempt from reconsideration.

The electrical measures encompass lighting retrofits and sensor installations, renewable energy systems including solar photovoltaic and wind turbines, motor efficiency upgrades with variable frequency drives, and appliance replacements with Energy Star-certified models. Facility thermal improvements include Energy Management System implementation, boiler and furnace replacements with high-efficiency condensing units, domestic hot water system upgrades, geothermal conversions, and HVAC system evaluations. Building envelope enhancements address weatherization of doors and windows, insulation improvements, and security system integration. Water conservation measures include low-flow fixture installations, leak detection surveys, and hot water system piping evaluations. The vendor's response must demonstrate consideration of all proposed measures with clear explanations of any measures rejected due to financial constraints or technical infeasibility.

APPENDIX F

Potential Energy Conservation Measures to be Evaluated

Please refer to the requested measures listed in the attached Request for Proposals as well as the following ‘Potential Energy Conservation Measures’ list.

Energy Conservation Measures to be Considered

Note: All items listed below must be considered in the RFP response. For any measure that cannot be incorporated into the proposal or is determined not feasible, a detailed explanation in Section B-2 of your response must be provided that clearly outlines the financial and technical rationale behind the choice not to include the measure. If the measures were completed in the previous phases, they do not have to be included in this phase.

Electrical Measures:

1. Facility lighting fixture retrofit and replacements. Consideration of LED and inductive technologies, wherever remaining.

2. Lighting sensors, including occupancy and daylight harvesting technologies, wherever remaining.

3. Exterior lighting upgrades to LED / Inductive technologies. Consider wall packs, pole lighting “cobra-heads” and other general field lighting, wherever remaining.

4. High efficiency motor replacements (5HP and larger) and consideration of variable frequency drives (VFD) for pumps and fans where variable loads exist, wherever remaining.

5. Power factor correction systems, such as Energy Bank, wherever remaining.

6. Peak Demand-limiting (kW) control strategies, wherever remaining.

7. Solar Photovoltaic (PV), wind turbines and other renewable energy sources.

8. Computer load management software, CRT to LCD replacements, and device load management such as smart power strips, timers or “green print” printer management software.

9. Walk-in Freezer and/or chiller compressor controllers such as Intellidyne-RU or CAC to reduce compressor cycling, Freezer evaporator fan controllers and ECM (variable speed) motors, such as Frigitek, or complete compressor replacement, wherever remaining.

10. Replacement of kitchen and/or laundering appliances with Energy-Star certified models.

Addition of kitchen vent-hood controls, such as the Me-Link IntelliHood, or EMS integration, wherever remaining.

Facility Thermal Building Systems:

1. Energy Management System (EMS) implementation and upgrades. Web-based, open-protocol EMS upgrades and implementation of proper setbacks, scheduling and optimum start strategies, wherever remaining.

2. Increased zoning of facilities to better control areas of varying occupancy schedules, wherever remaining.

3. Recommissioning of existing systems, including air balancing as appropriate.

4. Boiler, burner or forced hot-air furnace replacements with high efficiency systems, including condensing units where applicable. Replacement or installation of heat recovery systems for steam systems, including, but not limited to condensate returns, boiler-blow down heat recovery.

5. Replacement of Domestic Hot Water (DHW) heating systems, consideration of on-demand tank-less solutions and/or implementation of stand-alone heaters when main boilers are used for summertime DHW supply, wherever remaining.

6. Solar thermal hot water systems for displacement of DHW heating loads, wherever remaining.

7. Geothermal conversion of main heating plants, or DX Geothermal systems for facility air handlers.

8. Cogeneration systems / Combined Heat and Power (CHP).

9. Boiler and burner controllers, such as the Intellidyne CHP, or linkage-less controllers and automatic O2 trim controls.

10. Repair or replacement of all traps for buildings heated with steam. Addition of thermostatic radiator valves for local steam heat control, where central control is not practical, wherever remaining.

11. Evaluation of Demand-Controlled Ventilation and/or Variable Air Volume (VAV) strategies for air handlers, wherever remaining.

12. Evaluation of all HVAC heat and cool units for possible replacement, wherever remaining.

Building Envelope:

1. Weatherization of doors, windows, roof/wall joints and sealing of other openings in building envelope, wherever remaining.

2. Building wall and attic insulation for bare areas, or whole-building thermal systems such as Exterior Insulation and Finishing Systems (EIFS), wherever remaining.

3. Security systems integration with new envelope systems, such as biometric door entry control, remote lockdown/release, wherever remaining.

Water Conservation:

1. Low-flow faucet aerators, flush valves and faucets. Replacement of existing china with low-flow or waterless models, wherever remaining.

2. Conduct water leak detection surveys for facilities where per-capita water consumption is higher than average, wherever remaining.

3. Conduct leak survey on hot water and steam heating system plant piping to reduce water makeup losses, wherever remaining.
