Offeror Response:
Tetra Tech developed its billing rates based on an evaluation of the anticipated mix of staff at different labor classifications and through review of actual staff distributions for ADEQ projects during the past year. Individual billing rates were developed based on actual hourly salary rates, burdened to account for overhead costs, then evaluated within the context of a typical ASRAC project to model projected overall project profit margins. Final rates were established, based on this model and an evaluation of pricing for equivalent services, to achieve the best pricing for this offer.
