1. REQUIREMENT DESCRIPTION: The specific technical topic associated with CALL 0012 is Topic Area 4 of the Baseline Broad Agency announcement BAA-10-RD-01. The technical area to be addressed in CALL 0012 requires advancing Space Situational Awareness in the following areas.

BAA 10-RD-01 Topic Area 4 Space Situational Awareness (SSA). AFRL/RDS requires innovative capabilities in SSA that exploit the unique space object information obtainable from passive, radiometrically-calibrated, multi-spectral EO sensing. There is a desire to advance the state of the art in thermal IR sensing for SSA discovery, both by itself (e.g., objects in earth shadow) and in conjunction with reflected solar bands. Reaping the full benefits of Thermal and Multi-spectral SSA requires novel application of existing techniques and advancing the state of the art to develop new techniques. Enhancement of existing techniques includes thermal modeling of EO satellite signatures, calibration techniques, and radiometric methods to advance the state of the art in thermal SSA. It is anticipated that developing these capabilities will require theoretical and/or experimental research, technology development, experimental measurements and use, system testing, and validation. These developed applications should be diverse and enable improved capability day, night and during terminator. Finally, data products conveying mailto:michael.camp.5@us.af.mil the space object information content of thermal/multi-spectral data must be developed such that they can be readily disseminated to, and readily understood by, space analysts who are not necessarily EO experts. Demonstrating and promoting these capabilities to the operational space control community is also required. Additionally the government requires demonstrations to validate results of research and development for AFRL and other Government agencies in SSA related test programs. Extensive experience in ground based EO infrared sensing is critical in execution of this program. Offerors should propose efforts as listed in the Statement of Objectives (Attachment 1).

There will be no Grant opportunities for this CALL

2. ANTICIPATED FUNDING: Funding for this CALL is projected from AFRL/RDS Programmed or Core Funds, RDT&E 6.2 Applied Research funds in the amount of $1.5M. The approximate breakout follows:

These are only planned amounts and may vary depending on allocation each year. Additional funds could become available. Funding types will be R&D. Specific technical needs and funding levels are not known at this time and are expected to vary from year to year. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.

3. PERIOD OF PERFORMANCE: The technical period of performance is 60 months plus 3 months for preparation and finalization of the final report.

4. PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL 0012 is no later than 12:00 p.m. Mountain Daylight Time on 25 April 2015. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

5. CALL AMENDMENTS: Offerors should monitor FedBizOps (http://www.fbo.gov) for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

6. ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates award of a cost-plus-fixed-fee (CPFF), completion contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of the research proposed.

7. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates one award. However, the Air Force reserves the rigth to make more than one award or no awards pursuant to this CALL.

9. DELIVERABLES ITEMS: The following Contract Data Requirements List is representative of data requirements that may be required by each respective contract. The full text CDRLs are included (Attachment 2, Entitled Exhibit A).

10. OTHER RELEVANT INFORMATION:

a. The security classification for this CALL is Top Secret. A Form DD254 (Attachment 3) is applicable. Offerors must verify that their Cognizant Security Office information is current with Defense Security Service (DSS) at www.dss.mil.

b. Export Control: Information involved in this research effort will be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774). A Certified DD Form 2345, Militarily Critical Technical Data Agreement, will be required to be submitted with proposal.

i. Export-Controlled Items: As prescribed by DFARS 225-7901-4, DFARS 252.225-7048, “Export-Controlled Item (JUN 2013)” is contained in this solicitation (as shown below). This clause shall be contained in ALL solicitations and resulting contracts.

EXPORT CONTROLLED ITEMS (JUNE 2013)

(a) Definition. “Export-controlled items,” as used in this clause, means items subject to the Export Administration Regulations (EAR) (15 CFR Parts 730-774) or the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130). The term includes:

(1) “Defense items,” defined in the Arms Export Control Act, 22 U.S.C.

2778(j)(4)(A), as defense articles, defense services, and related technical data, and further defined in the ITAR, 22 CFR Part 120.

(2) “Items,” defined in the EAR as “commodities”, “software”, and “technology,” terms that are also defined in the EAR, 15 CFR 772.1.

(b) The Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR.

The Contractor shall consult with the Department of State regarding any questions relating to compliance with the ITAR and shall consult with the Department of Commerce regarding any questions relating to compliance with the EAR.

(c) The Contractor's responsibility to comply with all applicable laws and regulations regarding export-controlled items exists independent of, and is not established or limited by, the information provided by this clause.

(d) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations, including but not limited to—

(1) The Export Administration Act of 1979, as amended (50 U.S.C. App.

2401, et seq.);

(2) The Arms Export Control Act (22 U.S.C. 2751, et seq.);

(3) The International Emergency Economic Powers Act (50 U.S.C. 1701, et seq.);

(4) The Export Administration Regulations (15 CFR Parts 730-774);

(5) The International Traffic in Arms Regulations (22 CFR Parts 120- 130); and

(6) Executive Order 13222, as extended.

(e) The Contractor shall include the substance of this clause, including this paragraph in all subcontracts.

c. Government Furnished Property (GFP) is not anticipated for contracts resulting from this

CALL.

d. The Government will not provide base support for this effort.

e. The Government does not anticipate that Associate Contractor Agreements (ACAs) will be required.

f. Organizational Conflict of Interest (OCI) may apply to this action. The OCI restrictions that may apply are those contained in the following clause:

5352.209-9000, ORGANIZATIONAL CONFLICT OF INTEREST (OCT 2010), Alternates III and VI:

(a) The following definitions apply to prevent conflicting roles which may bias the Contractor's judgment or objectivity, or to preclude the Contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions.

Descriptions or definitions:

"Contractor" means the business entity receiving the award of this contract, its parents, affiliates, divisions and subsidiaries.

"Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation.

"Proprietary Information" means all information designated as proprietary in accordance with law and regulation, and held in confidence or disclosed under restriction to prevent uncontrolled distribution. Examples include limited or restricted data, trade secrets, sensitive financial information, and computer software; and may appear in cost and pricing data or involve classified information.

"System" means the system that is the subject of this contract.

"System Life" means all phases of the system's development, production, or support.

"Systems Engineering" means preparing specifications, identifying and resolving interface problems, developing test requirements, evaluating test data, and supervising design.

"Technical Direction" means developing work statements, determining parameters, directing other Contractors' operations, or resolving technical controversies.

Alternate III (OCT 2010).

(b) The Contractor may gain access to proprietary information of other companies during contract performance. The Contractor agrees to enter into company-to-company agreements to (1) protect another company's information from unauthorized use or disclosure for as long as it is considered proprietary by the other company; and, (2) to refrain from using the information for any purpose other than that for which it was furnished. For information purposes, the Contractor shall furnish copies of these agreements to the Contracting Officer. These agreements are not intended to protect information which is available to the Government or to the Contractor from other sources and furnished voluntarily without restriction.

Alternate VI (OCT 2010).

(c) The above restrictions shall be included in all subcontracts, teaming arrangements, and other agreements calling for performance of work which is subject to the organizational conflict of interest restrictions identified in this clause, unless excused in writing by the Contracting Officer.

11. APPLICABILITY OF BASELINE BAA: All requirements of BAA-10-RD-01 apply unless specifically amended and addressed in this CALL. For complete information regarding BAA-10-RD-01, refer to the initial BAA with CALLS as amended at https://www.fbo.gov. It contains information applicable to all CALLS issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contracts, etc. Direct questions may be addressed to the contacts listed above.

12. PROPOSAL SUBMISSION:

a. Prepare your cost proposal in accordance with the Baseline BAA located at https://www.fbo.gov/ and Cost Proposal Instructions, attachment 4. Submit technical and Cost/Business Proposal IAW instructions provided in Section VII of the Baseline BAA. Submit the Completed Proposal Content Checklist with the Cost/Business Section of the Proposal (Attachment 5, Proposal Content Checklist).

b. Submit with a cover letter, an original, three paper copies, and one electronic copy of the technical proposal and the cost/business proposal. The original and paper copies of the technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD-R) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile or unencrypted electronic means will not be accepted. Hand delivered proposals will not be accepted. Refer to paragraph 4.0 for date and time of proposal submittal.

f. Technical Proposal Page Limitations: The technical proposal(s) for this CALL shall be page-limited as set forth in the following table. The technical proposal, not including the C-SOW, shall be limited to 20 pages, single spaced, single-sided, 8.5 by 11-inch pages. Select an easy to read font no smaller than 12 pitch fixed or proportional font size 10 or larger. Smaller type may be used in figures and tables as long as it is clearly legible. The page limitation includes all information i.e., indices, photographs, foldouts (2 page), appendices, attachments, etc. Blank pages, title pages, tables of content, lists, tabs, resumes or cover sheets are not included in the page count. The Government will not consider pages in excess of this limitation. Please note:

The Government will check the proposal and CSOW for conformance to the stated requirements. Any pages in excess of the stated page limitation (after the format check) will not be considered.

g. The Government reserves the right to cancel this solicitation, either before or after the closing date. Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until award of a properly executed contract. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.

h. Representations and Certifications: Submit a completed copy of the Representations and

Certifications with the Business section of the proposal (Attachment 6).

13. PROPOSAL REVIEW AND EVALUATION PROCEDURES: The Government reserves the right to select for award any, all, part, or none of the proposals received from responsible offerors/contractors in response to this announcement, subject to the availability of funds. You may be ineligible for award if all requirements of this CALL are not met by the proposal due date and time. At a minimum, incomplete proposals may be given a lower priority and, although technically acceptable, not awarded due to funding limitations. The review and selection process identified in the baseline BAA, will be used for this CALL.

14. EVALUATION CRITERIA: The selection of one or more sources for award will be based on an evaluation of each offeror’s proposal to determine the overall merit of the proposal in response to this CALL 0012 announcement. Proposals will be evaluated in accordance with FAR 35.016. The proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated based on the following criteria that are listed in descending order of importance:

• Overall scientific and technical merits of the proposal;

• Importance to AFRL RD programs;

• Fund availability/affordability

Fund availability is the project’s budget or available financial resources to perform the research.

Affordability links the proposed effort’s cost to the funds available to perform the research effort. Once selected for award, the cost proposal will be evaluated for cost realism and price reasonableness. No further evaluation criteria will be used.
