About this file
Attachment L4 is a technical response document for the Florida Department of Management Services' Data Management Tools Request for Proposal (RFP No. 25-43232300-RFP), specifically focusing on Service Category 4: Data Interoperability and Integration. The document provides a template for vendors to respond to four specific prompts related to data integration capabilities, with each prompt worth 5 points and a maximum response limit of 700 characters. Respondents must submit at least two prompts, with Prompt 1 being mandatory, and can only be considered for award if they are also awarded in at least one other service category (Data Management, Data Governance, or Data Analytics). The technical response is part of a comprehensive evaluation methodology that includes cost proposals and experience scoring.
The procurement aims to establish a statewide State Term Contract with multiple vendors, with an anticipated average annual spend of approximately $5,332,894. Proposals are due on June 10, 2025, at 12:00 PM ET, with a public proposal opening at 12:30 PM ET the same day. The contract will utilize a tiered pricing model requiring contractors to provide the lowest available pricing based on total purchase volumes, with mandatory quarterly sales and transaction fee reporting. Vendors must complete various certifications, including Drug Free Workplace and international business conduct compliance, and will be required to offer optional add-on services such as implementation support, managed security services, application management, and ongoing training. The Department reserves the right to make multiple awards statewide or by region, with a focus on promoting supplier development through a Mentor-Protege Program.
