The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:

1. We provide services, not software and tools.

Are you seeking responses for services only, and if so, are vendors required to bid all service categories, or can they bid only those of interest.

Vendors should propose Solution(s) to the applicable Service Category(ies). If a Solution(s) meets the requirements of multiple Service Categories, the applicable Attachment L, Service Category Technical Response(s) and Attachment B, Cost Proposal, for each applicable Service Category shall be submitted. See Attachment C, Proposal Submission Instructions and Evaluation Criteria.

2. The L1 and L2 documents for the above referenced project are currently in Review Mode with Track Changes locked. Could you please provide the unlocked versions at your earliest convenience?

3. As an authorized reseller, we are prohibited from entering into any agreement that excludes or supersedes specific manufacturer terms and conditions or that modifies the standard commercial off-the-shelf offerings.

Given that any proposal we submit must incorporate certain required end user terms and conditions, would Florida DMS consider removing or revising the provision stating that 'a Respondent agrees that any additional terms or conditions, whether submitted intentionally or inadvertently, shall have no force or effect' to allow for necessary exceptions?

5. Is the intention of the master services agreement to procure and acquire standard, Commercial off the Shelf toolsets available in the market?

This RFP is to establish a State Term Contract.

“State Term Contract” is defined in section 287.012, Florida Statutes (F.S.), as “a term contract that is competitively procured by the department pursuant to s.

287.057 and that is used by agencies and eligible users.”

6. Can the State clarify the type of tools that are procured off the vehicle?

7. What is the expected scope of the training to be included?

8. Can a vendor propose a domain specific or niche toolset for analytics and integration?

All proposed Solution(s) must meet the minimum specifications, terms, and conditions outlined in the Term Contract.

20. In Attachment L, there is focus on data integration and data ingestion. Can you outline the systems that you are hoping to connect to in order to extract data from those systems? Load data to specific systems?

i) Can you define what is meant by Customers? Are these other agencies in Florida, or external partners & vendors (or both)?

ii) For data sharing, how many data assets are expected to be available in the Data Marketplace per month? (i.e. 100, 200, etc.)

iii) How many users would be expected to search and request data sets and reports in the Data Marketplace? (i.e. 100, 200, etc.)

64. Customer Engagement Process: The Scope of Work allows Customer-Specific SOWs. Will vendors have direct access to agency representatives during the proposal phase to clarify unique agency requirements?

65. Pricing Structure Flexibility: The RFP requires tiered pricing. Can vendors propose alternative pricing models (e.g., subscription-based vs. usage-based) within the Cost Proposal, or is a specific structure mandated?

66. Evaluation Timeline Constraints: The RFP outlines an evaluation period from June 26 to July 11, 2025. Will vendors be required to provide live demonstrations or proof-of-concept deployments during this period?

68. Supplier Diversity Metrics: The RFP encourages supplier diversity. Will DMS disclose how diversity certifications impact scoring, or are they considered only in tiebreaker scenarios per Florida Statutes?

69. Training Delivery Scope: The Scope of Work requires ongoing training. Does DMS expect vendors to provide training for all state agency staff or only designated administrators, and what is the estimated number of trainees?

71. Protest Resolution Impact: The RFP outlines protest procedures. If a protest delays the Notice of Intent to Award beyond July 28, 2025, will DMS adjust the anticipated contract start date, and how will vendors be notified.
