About this file

Summary of ERP Requirements Document

This is an Enterprise Resource Planning (ERP) system requirements specification document prepared by the School Board of Seminole County, Florida, detailing 303 functional and technical requirements organized across 12 requirement areas. The document establishes the technical specifications and performance expectations for a comprehensive ERP solution that must support Finance, Human Resources, Payroll, and Asset Management modules for a school district comprising 65 schools and centers, serving approximately 66,000 students with approximately 7,500 employees. The requirements are categorized by importance level: 208 mandatory requirements, 83 should-have requirements, and 12 could-have requirements. Vendors responding to the solicitation must use standardized response codes (Y for supported as delivered, N for not available, C for customization, P for future release, and T for third-party solution) and must provide detailed comments explaining customization scope, costs, complexity levels, and implementation timelines where applicable.

The requirements encompass 47 reporting capabilities, 186 functional features, 8 integration interfaces, 15 system specifications, 13 regulatory compliance standards, 22 security requirements, and 9 support and warranty provisions. Key mandatory functional areas include accounts payable and receivable processing, budget management with encumbrance controls, employee self-service portals, payroll processing with multiple contract and pay code support, procurement and purchasing with approval workflows, asset management with depreciation tracking and barcode scanning, and comprehensive financial reporting compliant with Florida Department of Education standards and GASB 34 guidelines. The system must integrate with existing infrastructure including Skyward Student Information System, TMA Systems for facilities management, Web Clock and TMS for timekeeping, Frontline for substitute teacher management, and the Heartland Suite for school nutrition operations. Critical security and compliance requirements mandate encryption of data at rest and in transit, role-based access control, multi-factor authentication for administrative users, seven-year audit log retention, 99.9% uptime availability, support for concurrent users without performance degradation, and annual third-party security audits with SOC 2 Type II or NIST compliance.
