About this file

This Request for Proposal (RFP) document is issued by the School Board of Seminole County, Florida (SBSC), a K-12 school district with approximately 59,000 students and 7,000 employees operating 78 schools and ancillary facilities. SBSC is seeking competitive sealed proposals from qualified vendors to provide a comprehensive Enterprise Resource Planning (ERP) system solution, including software, implementation services, integration, training, and ongoing support. The current ERP system is a highly customized legacy platform that has become difficult to maintain and costly to update. The RFP was posted on December 1, 2025, with a mandatory question deadline of December 10, 2025 at 3:00 PM EST, and proposals are due by January 15, 2026 at 10:00 AM EST via the VendorLink portal. A voluntary pre-solicitation conference is scheduled for December 9, 2025 at 9:00 AM EST via WebEx. The tentative schedule includes short-list notification by January 20, 2026, oral presentations/interviews by February 18-20, 2026, and Board approval of the contract by June 16, 2026. The contract term is ten years from Board approval with an option to renew for an additional five-year period upon mutual agreement.

The RFP requires vendors to complete a detailed pricing workbook (Attachment M) providing all-inclusive, itemized costs for software licensing, implementation and professional services, cloud-based and on-premise solution options, support and maintenance, optional modules, and other costs, presented in U.S. dollars with clear distinction between one-time and recurring expenses. Pricing will be scored using an average cost method, with individual firm pricing evaluated based on variance from the average. Vendors must also provide financing options information, including multi-year payment plans, subscription models, and lease-to-own arrangements, though financing options are informational only and will not be scored. Proposals are evaluated using an adjectival scoring system (0-4 scale) across multiple weighted criteria including experience of personnel (2.50), technical and non-technical requirements (5.50), implementation approach and project management (4.00), references (2.00), training and sustainability (4.00), and initial pricing (3.00), with additional scoring for best and final offer pricing (3.50) and oral presentation components. Financial stability documentation is required on a pass/fail basis; vendors must provide either a surety commitment letter with A.M. Best rating of "A-" or higher, or audited financial statements for the two most recent fiscal years. All respondents must submit numerous compliance certifications and documentation including drug-free workplace certification, conflict of interest disclosure, debarment certification, non-disclosure agreements for confidential materials, insurance proof, and various other required forms. The maximum page limit for Tabs 1-7 is 130 pages, with Attachments L and M excluded from the page count.
