About this file

The document is a comprehensive set of construction specification sections for the Haven on Vine Renovation Project, issued by the City of Kissimmee, Florida. These detailed technical specifications cover various construction aspects including demolition, concrete work, masonry, metal fabrication, wood treatments, roofing, waterproofing, insulation, doors, windows, interior finishes, and accessories. The project involves converting a former Super 8 hotel located at 1815 West Vine Street into affordable housing, with a total of 120 units (40 emergency housing units and 80 apartment units) across four renovation phases. The specifications provide technical requirements for transforming the existing structures into residential spaces, with extensive details on materials, installation methods, quality standards, and performance expectations for each building system.

The project is funded through multiple sources including American Rescue Funds, County and City funds, HOME Investment Partnerships American Rescue Plan, and Community Development Block Grant, with a total estimated construction cost of approximately $4.0 million. The renovation will require comprehensive infrastructure upgrades, addressing potential structural, electrical, plumbing, mold, and lead paint issues while maintaining the existing building footprints. Contractors will need to comply with federal regulations including Davis-Bacon Act wage requirements, equal employment opportunity provisions, and drug-free workplace standards. The project aims to create affordable housing for low- and moderate-income residents, with proposals evaluated across four key categories: project approach, experience and expertise, scheduling and cost control, and overall project cost. The contract term is anticipated to be 24 months from the Notice to Proceed, with proposals originally due by 2:00 pm on May 20, 2025.
