About this file

This is a Small Business Participation Commitment Document (SBPCD) template required for all offerors responding to RFP N6945026R0005 for the P683 Aircraft Engine Repair Facility at Naval Air Station Jacksonville, Florida. The document mandates that offerors—both large and small businesses—disclose their commitment to subcontracting with small businesses and document the minimum 20% small business participation requirement based on total contract value. Offerors must identify their business size classification (large or small) and any applicable socioeconomic categories including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).

The form requires offerors to provide a detailed subcontracting breakdown showing total contract value, self-performed work value, and subcontracted work value, followed by a participation table itemizing dollar amounts and percentages for each small business category. Offerors must identify specific small business subcontractors with firm written commitments (such as teaming agreements, joint venture agreements, or letters of commitment) and describe the products or services those subcontractors will provide. If the minimum 20% small business participation is not met, detailed justification is required. Large business offerors intending not to subcontract must provide detailed explanations of why subcontracting would not result in efficient contract performance. This is the sole evaluation form for assessing small business utilization and participation; alternative formats or attachments will not be evaluated.
