About this file

This is an attachment outlining potential services framework for the South Carolina Department of Transportation (SCDOT) Bridge Asset Management contract. Potential services encompass work performed beyond base contract services, including inspection findings, repairs and maintenance, severe weather preparation and response, emergency repairs from unforeseen circumstances, and repairs to structures outside the contracted bridge inventory. Work authorization is categorized into three levels: Minor Work (under $10,000), Major Work (over $10,000), and Expedited/Emergency Work, each with distinct approval processes and documentation requirements.

Minor work requires written approval from the State Bridge Design Engineer or designee and a detailed cost proposal prior to commencing work. Major work must be authorized by the Potential Service Review Committee, which includes the SCDOT Assistant Director for Bridge Management, State Bridge Design Engineer, State Bridge Program Manager, and District Bridge Engineer, meeting monthly unless expedited approval is requested. Major work requires a detailed cost proposal with a minimum of three competing bids, though this requirement may be waived if documented as infeasible. Emergency and Expedited Work can be authorized by the State Bridge Design Engineer or designee with written approval required within 48 hours. All potential service work is paid on a time and materials basis using contractor forces, with a lump sum of $8,000,000 included in the cost proposal for potential services, though SCDOT does not guarantee full payment of this amount. The contractor must maintain an accurate tracker of all proposed and approved potential services, including cost estimates, actual costs, invoice amounts, work details, dates, and budget tracking for both current and overall contract periods.
