About this file

This is a Project Team Requirements and Qualifications attachment for the South Carolina Department of Transportation (SCDOT) Bridge Asset Management contract opportunity. The document establishes mandatory qualifications and staffing requirements for contractors seeking to manage and maintain the state's complex bridge infrastructure, including cable-stayed, post-tensioned box bridges, curved girders, and moveable bridges. Contractors must demonstrate significant experience in infrastructure management, engineering, maintenance, operations, and design of comparable complex structures. The contract requires identification of Key Individuals, including a full-time Lead Project Manager and Assistant Project Manager, with additional key personnel designated as necessary by the proposer. All Key Individuals identified in proposals must remain unchanged throughout the procurement process and contract duration, with unauthorized changes potentially resulting in proposal rejection or contract termination. An organizational chart showing legal names, roles, reporting relationships, and points of contact with SCDOT management staff must be included in all proposals.

The qualification requirements specify that the project management team must demonstrate successful experience with inspection, maintenance, and operational management of in-service complex and movable structures, along with expertise in public and government relations and Title 33 of the Code of Federal Regulations. Structural, mechanical, and electrical professional engineers licensed in South Carolina must be designated and available for on-call mobilization within 24 hours. Maintenance personnel, including managers, electricians, and technicians, must demonstrate knowledge of the AASHTO Movable Bridge Inspection, Evaluation, and Maintenance Manual or comparable industry standards. Bridge operators must have at least one year of experience or complete one month of training under an experienced operator. Proposals must include detailed resumes for all maintenance technicians and electricians, documentation of licensure and education, relevant work history, and information regarding personnel progression and skill development.
