SCOPE OF WORK

INTRODUCTION

West Virginia University (“WVU” or “Owner”), through Facilities Operations – Design and Construction, is requesting Bids from qualified Bidders to replace and commission the outdoor dry coolers serving the glycol loop at One Waterfront Place (OWP) in Morgantown, West Virginia. The project is located at 1 Waterfront Place, Morgantown, WV 26506 and supports critical building and data center loads that must remain operational throughout construction.

Bidders must complete and meet the requirements as specified in this RFB and more specifically in Exhibit G herein.

The basis for this RFB is for the Bidder, referred to herein as the “Supplier,” to remove two existing dry coolers and furnish, install, and commission new equipment and appurtenances as indicated in the construction documents. Work includes new equipment pads and anchorage, exterior glycol piping and valves, insulation, electrical feeders and disconnects, and full integration with the building automation system. The Supplier shall perform all phasing and tie-ins in a manner that maintains continuous service to critical spaces.

The Supplier shall provide all materials, labor, tools, equipment, and incidentals necessary to deliver a complete and fully functional system in accordance with the drawings, specifications, and industry standard of care. Coordination with WVU’s controls vendor and with any adjacent or related projects at OWP is required to achieve the design intent, facilitate commissioning, and ensure a safe and orderly installation.

SCHEDULE

Time is of the essence; Substantial Completion must be achieved on or before March 31, 2026, with Final Completion within thirty (30) calendar days thereafter.

EXISTING CONDITIONS

A. Building occupancy and system status: One Waterfront Place will remain occupied for the duration of the project. The glycol cooling system serving critical building and data center loads is operational and must remain in service at all times. Any work requiring outages must follow an approved Method of Procedure, include temporary measures as needed, and be scheduled in advance with WVU to avoid service interruptions.

B. Existing system description: The existing installation consists of two outdoor, air-cooled dry coolers mounted on factory stands and concrete pads, connected to the building’s closed-loop glycol system. Exterior supply and return piping includes valves, fittings, and insulation. Local electrical disconnects and feeders serve each unit, and low-voltage control wiring integrates with the building automation system. Record information indicates equipment of the DDNT-series or equivalent configuration. The Supplier shall field verify manufacturer, model, nameplate data, fan count, coil arrangement, electrical characteristics, and controls integration prior to ordering materials.

C. Work periods and restrictions: Work within and around the facility is permitted during normal business hours, Monday through Friday, except for activities that create service interruptions, excessive noise, or require rigging or crane operations. Those activities must be performed during off-hours or weekends as approved by WVU. The Supplier shall coordinate with WVU for any special events, campus activities, or building meetings that may restrict site access or require quiet periods. No unapproved shutdowns are allowed.

D. Other contractors on site: WVU may have separate and concurrent projects at One Waterfront Place, including work associated with chillers, cooling towers, pumps, tanks, controls, or electrical upgrades. The Supplier shall coordinate work interfaces, laydown, tie-ins, and BAS integration with WVU, the Engineer, and any separate contractors to maintain safety, access, and schedule.

E. Parking and site access: Contractor parking requires paid permits for the Waterfront Place Parking Garage. The Supplier is responsible for purchasing permits and coordinating access in advance. Contact:

Tadjana Ross Facility Supervisor, Waterfront Place Parking Garage 72 Warren Street, Morgantown, WV 26501 Office: 304-554-0253 Fax: 866-454-9615 Email: tadjana.ross@abm.com

Loading, deliveries, and crane operations shall use the service drive or other WVU-approved staging areas while maintaining building egress and public rights of way. Any street or sidewalk closures must be requested in advance and approved by WVU. WVU will remove necessary fence sections and shrubbery prior to mobilization; the Supplier shall coordinate exact removal extents and restoration limits with WVU.

COORDINATION WITH OWNER’S USE

A. Occupancy and continuity of operations: Due to full-time use of One Waterfront Place, the Owner will occupy and utilize adjacent areas and facilities throughout the contract. The building’s critical loads, including the data center, must remain in service without unplanned interruption. Time is of the essence and completion dates are not subject to change.

B. Scheduling and work hours: The Supplier shall coordinate all work with the Owner’s ongoing use of the facility, including deliveries, crane picks, tie-ins, and shutdowns. Any activity that could affect building operations, egress, noise, or vibration shall be scheduled in advance with the WVU Project Manager and performed during off-hours or weekends, if necessary, at no additional cost to the Owner. Methods of Procedure are required for any service interruption and must be approved before execution.

C. Housekeeping and public interface: Provide daily cleaning and maintain clear, safe access for building occupants and the public. Keep exits, sidewalks, and the service drive unobstructed. Provide temporary barriers, signage, and traffic control as needed to separate construction from occupied areas and to maintain egress at all times.

D. Waste handling and environmental controls: Provide all dumpsters and garbage services required for removal and disposal of demolition debris, packaging, and spoil. Manage fluids and glycol in accordance with applicable regulations and WVU Environmental Health and Safety requirements. Keep waste containers covered and the site free of windblown debris. Remove waste on a regular cadence to prevent accumulation.

E. Laydown, staging, and material storage: Laydown and material storage shall be confined to Owner-approved areas in adjacent parking or service zones farthest from building entrances. These areas shall be protected, monitored for housekeeping and safety, and restored to original condition prior to demobilization.

Parking permits for the Waterfront Place Parking Garage must be purchased by the Supplier and coordinated in advance with the garage operator. All deliveries and crane operations shall be scheduled to avoid peak building use and to maintain continuous access for the Owner.

WVU’S RESPONSIBILITIES

A. Access and security: Provide card access and/or keys to the Supplier’s Superintendent or Project Manager for all areas necessary to complete the work (equipment yard, mechanical rooms, electrical spaces, roof access, and BAS workstations). Coordinate access windows, escorts (if required), and any security briefings.

B. Site designation: Designate approved laydown, staging, and delivery routes, and identify any restricted zones or egress paths that must remain open.

C. Site preparation: Remove necessary perimeter fence sections and shrubbery to open clear access for demolition, rigging, and equipment placement. Confirm removal extents and restoration limits with the Supplier prior to mobilization.
