About this file

Official Q&A Summary

This document contains official responses to vendor questions submitted for the New Hampshire Department of Health and Human Services, Division of Program Quality and Integrity's Request for Proposals (RFP-2027-DPQI-01-EQRO) for External Quality Review Organization services. The Q&A clarifies key submission requirements, including that vendors should describe both their development processes and experience writing EQR Technical Reports; the implementation plan with timelines and milestones should cover only the first year of the contract; and Appendix G in Question 12.a should reference Appendix G rather than Appendix F per Addendum #1. Vendors may submit technical response documents (Appendices C, D, E, and H) and resumes as a single PDF rather than separate Word and Excel files, may include a proposal cover page and table of contents, and may attach organizational charts, resumes, report examples, and implementation plans as appendices without specific page limits. The anticipated contract effective date is July 1, 2026, contingent on Governor and Executive Council approval and continued funding appropriation.

The Q&A provides substantive guidance on scope of services implementation, including historical context and expectations for deliverables. For sampling requirements across MCO providers, dental providers, and member/provider surveys, vendors must develop statistically sound methodologies following the CMS Access Rule, with historical samples ranging from 57 dental provider locations to approximately 1,200 MCO service locations and 225 dental providers for provider satisfaction surveys. Member focus groups typically involve 28-31 interviews conducted until no new themes emerge. Deliverables historically have been provided in Microsoft Word format for distribution and archival purposes, with the first draft of the EQR Technical Report not expected until December 1, 2027, for calendar year 2027. Provider satisfaction surveys and revealed caller studies should be conducted in English only, while member focus groups are conducted in English with potential language line support. Pricing for bi-weekly written status reports for the dental organization should be included within Line Item Section 3.11 of Appendix G rather than as a separate line item.
