About this file

This is a Transmittal Letter and Vendor Information Form (Appendix D) issued by the New Hampshire Department of Health and Human Services for RFP-2027-DPQI-01-EQRO, soliciting responses from qualified External Quality Review Organizations (EQROs). Vendors submitting proposals must confirm their qualifications under 42 CFR 438.354 and attest to understanding all solicitation requirements, including the Scope of Services (Appendix A) and General Provisions (Appendix B). The vendor response is effective for 180 days from the due date or until contract execution, whichever is later. Proposals are due March 13, 2026, at 12:00 PM Eastern Time. The anticipated contract term runs from July 1, 2026, through June 30, 2029, with possible renewal extensions of up to four additional years. The contractor will conduct comprehensive quality reviews of three Medicaid Managed Care Organizations and one Dental Organization, delivering annual contract compliance audits, performance measure validations, performance improvement projects, provider network adequacy assessments, encounter data validation, member surveys, provider satisfaction surveys, quality studies, and biennial quality roundtable meetings, with all annual technical reports due by April 1st each year.

The RFP employs a scoring methodology allocating 1,000 points for technical responses and 450 points for cost proposals, with vendors required to achieve a minimum of 500 technical points to have their cost proposals evaluated. Vendors must provide three professional references demonstrating prior EQRO experience with both MCOs and dental organizations, disclose any potential conflicts of interest, and submit detailed company information including management structure, organizational history, current commitments, and project capabilities. Contractors must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, assign a dedicated contract manager, implement 128-bit encryption minimum for data security, and comply with HIPAA requirements and current CMS EQR Protocols. Funding is anticipated through Federal, General, and Other funds under Assistance Listing Number 93.778 (Medicaid), contingent upon Governor and Executive Council approval and continued legislative appropriation. No incumbent vendor is identified, and the Department anticipates awarding one contract for these services.
