About this file

This is Addendum #1 to a Request for Proposals issued by the New Hampshire Department of Health and Human Services, Division of Program Quality and Integrity, for External Quality Review Organization (EQRO) services for New Hampshire Medicaid managed care plans. The addendum modifies Section 2.2, Mandatory Questions, specifically question Q12.a, to require vendors to provide a detailed Implementation Plan that includes timelines and milestones for all deliverables identified in Appendix G (Deliverables Cost Sheet), identification of key personnel responsible for each activity or deliverable, and measurable performance goals or indicators. The original RFP-2027-DPQI-01-EQRO was published on February 9, 2026, and solicits qualified vendors to conduct comprehensive External Quality Reviews of healthcare services provided to Medicaid beneficiaries enrolled in Medicaid Care Management statewide. The selected contractor will be responsible for reviewing three Medicaid Managed Care Organizations (MCOs) and one Dental Organization (DO), with contract performance anticipated from July 1, 2026, through June 30, 2029, with possible renewal extensions of up to four additional years. Proposals were due March 13, 2026, at 12:00 PM Eastern Time.

The RFP uses a scoring methodology allocating 1,000 points for technical responses and 450 points for cost proposals, with vendors required to achieve a minimum of 500 technical points or their cost proposals will not be opened. Vendors must demonstrate prior EQRO experience with both MCOs and dental organizations, maintain compliance with 42 CFR 438.354, all current CMS EQR Protocols, federal regulations, and HIPAA requirements, and maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate. Contractors must assign a dedicated contract manager with minimum 0.50 FTE for MCO services and 0.20 FTE for dental services, and implement comprehensive data security measures including 128-bit encryption minimum and secure storage protocols. The Department anticipates awarding one contract for these services with no incumbent vendor identified. Funding is anticipated through Federal, General, and Other funds under Assistance Listing Number 93.778 (Medicaid), with all funding contingent upon Governor and Executive Council approval and continued legislative appropriation.
