1.0 General Information.
1.1 Overview. The Contractor shall perform maintenance and repair of surfaced areas, including asphalt and cement concrete pavements, gravel and earth surfaced areas, and associated structures. The Contractor shall inspect, repair, and maintain utility systems and components associated with facilities listed in real property records. Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations, DA PAM 420-1-3, and Technical Exhibit (TE) DD - Paved Roads & Parking Sections.
1.2 Components.
1.2.1 Surfaced Areas. Surfaced areas covered under this contract include, but are not limited to, the following:
a. Paved and unpaved roadways, trails, and shoulders
b. Paved and unpaved parking areas
c. Sidewalks
d. Curbs
e. Vehicle storage and staging yards
f. Maintenance yards
g. Supply yards
1.2.2 Utility Outage. The Contractor shall give a five (5) work day notice (or within fifteen (15) minutes of work commencement for emergency requirements) to the Contracting Officer (KO) and all affected customers when planned maintenance, inspections, or repairs are scheduled requiring an outage or disruption of service.
1.2.3 Emergency Outages. The Contractor shall notify the COR/ACOR within one (1) hour of an emergency that results in a failure of a utility distribution system IAW DPG outage permitting process. The Contractor shall respond to these conditions IAW UDEQ, DWQ, all applicable laws and regulations, and the Emergency Response Plan.
1.2.3.1 Non-Emergency Outage. When nonemergency maintenance or repairs require an outage of a utility, an approved outage permit shall be obtained before the utility will be disconnected IAW DPG outage permitting process. When applying for an outage permit, the Contractor shall notify the COR/ACOR of the proposed outage, provide an estimated outage time, identify the areas needed to be disconnected from service, and identify any safety related issues the outage may cause including but not limited to limiting drinking water to residents, or removing firefighting equipment from service. The Contractor shall follow the terms of the approved outage permit.
1.3 Work Management and Control.
1.3.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all maintenance records, files, and reports in General Fund Enterprise Business System (GFEBS).
1.3.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this CLS service are listed in TE HHHH
2.0 Description of Services.
2.1 Surfaced Areas. The Contractor shall perform corrective paving actions as needed to surfaced areas, including but not limited to: adding dirt and gravel to roadways and parking areas, repairing asphalt, regrading, repainting, repairing potholes, clearing drainage areas, and repairing guardrails. The Contractor shall maintain and repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, sidewalks, recreational areas, road shoulders, drainage systems, ramps, curbs, gutters, and erosion control areas.
2.1.1 Pothole Repair. Potholes shall be repaired IAW established approved plans, technical manuals, Unified Facilities Criteria (UFC), and Army Regulations AR 420, DA PAM 420-1-3 and TE DD – Paved Roads and Parking Sections. The Contractor shall perform repairs using the same material as the adjacent areas and shall obtain approval from the KO.
2.1.2 Road Pavement Marking. The Contractor shall mark pavement in dry weather when the temperature exceeds 40°F. The Contractor shall be responsible for putting up and removing any necessary safety barriers (e.g., cones and signs). Perform asphalt striping only between 1 April and 30 September, unless a variance is approved by the KO. Re-stripe all roadway longitudinal markings by 30 June. Complete crosswalks, legends and stop bars by 30 September. Schedule around peak usage times to accomplish the task.
2.1.2.1 School Crosswalk Painting. The Contractor shall paint school crosswalks and maintain crosswalks and school signs as identified in TE DD – Paved Roads and Parking Sections.
2.1.3 Range Road Maintenance. The Contractor shall perform annual maintenance, grading, and graveling of range roads identified in TE EE – Unpaved Roads. Replacement gravel shall match the existing surface, unless otherwise directed by the KO.
2.1.4 Tank Trails. The Contractor shall perform annual maintenance, grading, and graveling of range roads identified in TE EE – Unpaved Roads. Replacement gravel shall match the existing surface, unless otherwise directed by the KO.
2.1.5 Bridge Maintenance. N/A
2.1.6 Dam and Retention Pond Maintenance. The Contractor shall perform annual maintenance and repairs, identified by the ERDC report, for all dams and retention ponds listed in TE RRR – Wastewater Treatment System. The maintenance, repair, schedule, and methods shall be approved by the KO.
2.1.6.1 Inspection. Perform the repairs and maintenance based on results from inspections accomplished by DPW Environmental. Return inspection sheets with documentation identifying repairs have been completed with a copy of the closed service order to the COR NLT the fifth (5th) business day of each month IAW TE DDD, Deliverable 6.071.
2.1.7 Army Airfield Pavement Maintenance. N/A
2.1.8 Maintenance of Existing Railroad Tracks. N/A
2.1.8.1 Components. N/A
2.1.8.2 Semi-Improved Grounds (Common Areas) Track Access. N/A
2.1.8.3 Range Area Railroad Track Access. N/A.
2.1.8.4 Disposal. N/A
2.1.8.5 Cutting Standards. N/A

2.1.8.7 Temporary Rail Closure. N/A

2.1.8.9 Pre-Movement and Inclement Weather Inspections. N/A
2.1.9 Sanitary Landfill. The Contractor shall do the following:
2.1.9.1 Operation. Open and operate the DPG Landfill Monday through Thursday 0700 to 1200 and 1300 to 1800 hours; and Friday from 1000 to 1500 hours. Inclement weather may require the Landfill's hours to be adjusted and may be accomplished by written approval by the KO as needed. The Contractor shall operate the DPG Landfill IAW Resource Conservation and Recovery Act (RCRA), Utah DEQ Class II Landfill Permit #9615R2, and Utah Solid Waste Management Plan.
2.1.9.2 Documentation. Maintain accurate and current logs, files, and documentation required to ensure compliance with the Utah DEQ Class II Landfill Permit (Section K); and shall be readily available to the COR, the KO, and other KO authorized Government representatives immediately upon request.
2.1.9.3 Annual Report. Prepare the annual report meeting the requirements of Utah DEQ Class II Landfill Permit (section L) shall be provided to the COR NLT 31 January annually. Refer to TE DDD, Deliverable 6.080.
2.1.9.4 Daily Record. Maintain daily record of all material received for disposal in the landfill. Data on materials received and disposed of within the landfill shall be entered daily into the Solid Waste Annual Reporting System (SWARS) database through a web based application by NLT COB the following day.
2.2.10 Traffic Controls. The Contractor shall semi-annually perform PM on traffic light controller devices listed in TE RRRR, List of Lighted Traffic Control Devices, IAW the PM standards listed in AR 420-1, and manufacturer recommendation.
2.2.11 Golf Courses. N/A
2.2.12 Athletic Fields Grounds Maintenance. The Contractor shall maintain athletic fields, including baseball, softball, multi-purpose and other recreational/athletic fields, IAW the Work Capability Levels table.
