FA488720Q0005 Attachment 16: Instructions to Offerors, 16 June 2020
1 - ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (JUN 2020)
1. This requirement is being solicited using the procedures of FAR 13.1 – Simplified Acquisition Procedures. Therefore, all references to “offers” and “offerors” throughout the solicitation should be replaced with the term “quotes” and “quoters”, respectively. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier’s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
1.1. Submission of Offers. Submit signed and dated offers (both technical, present/past performance, and price quote volumes) to the office specified below on or before 2:00 PM MST on the date specified in this Request for Quote (RFQ) SF 1449:
56th Contracting Squadron (Tiffany Draper / Dimitri Pfeifer) 14100 W Eagle Street (B-26) Luke AFB, AZ 85309-1217
NOTE: Electronic Quotes are preferred and may be submitted electronically using email to Mrs. Tiffany Draper at tiffany.draper.1@us.af.mil and SrA Dimitri Pfeifer at dimitri.pfeifer@us.af.mil or the secure DoD Safe File Exchange Service at https://safe.apps.mil/ before the closing date and time of the RFQ. Interested parties must contact by email to Mrs. Tiffany Draper at tiffany.draper.1@us.af.mil and SrA Pfeifer at dimitri.pfeifer@us.af.mil a minimum three (3) calendar days prior to the RFQ closing date and time to request a Drop-Off of the files on the site. The request must include the submitters’ email address which will be used to upload the quote to the website. The electronic copies of the quotes shall be submitted in a format readable by Portable Document Format (PDF), Microsoft (MS) Office Word, MS Office Excel, and MS Office Power Point, as applicable. All quotes will be placed in a secure electronic folder. No personnel besides the Contracting Officer and Contract Specialist will have access to the quotes. For more information on the DoD SAFE File Exchange process, reference the DoD SAFE Help page at https://safe.apps.mil/about.php
1.2. Period for acceptance of offerors. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
1.3. Inquiries/RFQ Questions:
1.3.1. Must be submitted in writing (e-mail) to Mrs. Tiffany Draper at tiffany.draper.1@us.af.mil and SrA Pfeifer at dimitri.pfeifer@us.af.mil no later than 2:00 PM MST 10 calendar days prior to the RFQ closing date and time.
1.3.2. Responding to inquiries received within seven (7) calendar days of the due date for offers specified in this solicitation will be at the discretion of the Contracting Officer.
1.4. Multiple Offers. The Government will only accept one (1) quote per offeror. Multiple offers will not be accepted.
1.5. Late Submissions, modifications, revisions and withdrawals of offers.
1.5.1. Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office by the date and time specified in the solicitation.
1.6. Contract award. The Government intends to evaluate offers and award a contract without interchanges with offers. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such an action is in the public interest; accept other than the lowest offer;
and waive informalities and minor irregularities in offers received. Offerors must price all line items, with the exception of the data line item which is Not Separately Priced (NSP.) All line items will be awarded to a single offeror.
1.7. Multiple Awards. Subparagraph (h) of FAR clause 52.212-1 is not applicable to this solicitation as a single award is anticipated.
1.8. Required Contents of Quote. The quote submission shall include three (3) separate volumes: Volume I-Technical Volume, Volume II – Past Performance Volume and Volume III- Price Volume. All Volumes should include a cover page that includes offeror’s name, address, DUNS or CAGE and should be removable from the other contents of the volume.
1.8.1. Volume I - Technical Volume Contents. The Technical Volume should contain the following documents:
1.8.1.1. Completed Technical Quote Questionnaires (TQQs) in Attachments 2, 3, 4, and 5.
1.8.1.2. Commercial Literature/Cut Sheets for all products included in quotation that depicts/describes the specific equipment that will be provided.
1.8.1.3. Proposed Schedule that provides the proposed methodology and schedule for accomplishing the objectives in the Cover PD, Appendices, and all Attachments.
1.8.2. Volume II - Past Performance Volume Contents. Each offeror must provide a minimum of three (3) Present/Past Performance Information Sheets (PPPIs) included as Attachment 14 and corresponding Present/Past Performance Questionnaires included as Attachment 15 must be with each quote. Attachment 15 should only have Sections 1, 2, and 3 completed by the offeror. All other sections must be completed by the Respondent. An incomplete PPPI or PPPQ schedule will result in an unacceptable technical rating. If an offeror does not have recent and relevant past performance, they must submit an affirmative statement in Volume II that it possesses no relevant past performance. Each PPPI shall cover actual work performed by the offeror and not overarching contracts, such as Indefinite-Delivery Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPA), etc. (i.e., each PPPI shall only address one performance effort such as a TO for an ID/IQ contract, a call order off of a BPA, or delivery order, or a stand-alone contract).
1.8.2.1. The Offeror shall provide a maximum of three (3) references per project. The following information shall be included for each identified contract and/or subcontract. Offerors are cautioned to ensure that information is current and accurate with respect to the listed points of contact.

Description shall include a discussion of problems encountered and corrective actions taken.
1.8.2.1.8. In addition, the Government may utilize references other than those identified by Offerors in evaluation of Offerors' Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPPI that demonstrates the ability to perform this requirement rests with each Offeror. This information is required on Offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance.
1.8.2.1.9. Determination of Responsibility. Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, PPPI contained herein may be used to support the Determination of Responsibility for successful Offerors.
