TAB A III Corps LCATs

Functional AreaLabor CategoryDefinitionQualificationsCertifications
OPSTask Order Manager**Full-time, on-site, dedicated TOM at the Hub that is fully qualified and has the corporate decision-making authority to respond to effectively and rapidly TO requirements. The TOM shall be the principal point of contact with the PCO and COR for all technical requirements in the TO, directly supervise the Site Managers at each spoke MTC and be responsible for all program requirements across the Hub and Spoke. The TOM will be responsible for performance of all Contractor employees assigned to this TO. The Contractor shall provide the COR with an appointment letter that instills the TOM with full authority to commit the Contractor on matters concerning the TO including negotiating and approving changes to the TO, taking all actions necessary to ensure TO compliance and proper performance of all work assigned, and authority for managing on-board personnel, and acquisition of additional or replacement personnel as needed. The TOM shall be available during normal operating hours within 45 minutes of notification to meet in person or by phone with the Government site leads, and/or the PCO/COR. The TOM’s primary place of duty is at the Hub MTC.Completed a master’s degree in Management, Business Administration, Computer Science, Mathematics, or related discipline with five years of experience in the management of projects or programs of similar size, scope and complexity or a bachelor’s degree in Management, Business Administration, Computer Science, Mathematics, or related discipline with eight years of experience in the management of projects or programs of similar size, scope and complexity; Minimum of ten years of experience in support project/study management; Minimum of a TOP SECRET clearance; Completed a Command and General Staff College (CGSC) or equivalent military schooling (mandatory) or Senior Service College (SSC) (preferred); Successfully served as a Centralized Selection List (CSL) battalion or brigade commander; Minimum of two years of experience in managing an office executing a variety of contracts covering multiple functional and geographical areas; MC training at Battalion command level or higher; in- depth knowledge of virtual training simulators; and constructive simulations experience preferredN/A
OPSSite Manager/On-Site Manager**On-site manager at each MTC during operating hours. Responsible for all contractor performance requirements at the MTC. Routine interface with the MTC Director and provide the MTC Director status updates relating to all contractor performance requirements. Responsible for overall scheduling, management coordination, oversee training execution, and manage Contractor continuing education training.BS or BA degree, subject immaterial; have a background of at least eight years’ experience with Military training and training support, and have completed the Army Command & General Staff College (CGSC) or Intermediate Level Education or equivalent level military schooling; have had experience in operations and training requirements at Brigade or higher level; have a minimum of five (5) years’ experience with training management within an MTC or similar operation; and, as a minimum, possess a TOP SECRET clearance. Successfully served as a Centralized Selection List (CSL) battalion or brigade commander (preferred) or as a BN/BDE XO or S3.N/A
OPSTechnical Integrator**Technical Integrator tracks the technical resources of the program and the state of the program’s capacity to use the provided technology. The technical integrator must understand the current state of fielded constructive and virtual simulations and fielded MCIS at all sites. Inwardly, they track the ability of each site to properly use available equipment and recommend staff training to close gaps. The technical integrator will monitor the state of any software and hardware issues at all sites. This key person will track the fielding plans for hardware and software for constructive and virtual simulations as well as MCIS. This person has a specific focus on the status and role of LVC-IA as a multi-domain device. The technical integrator focuses on the compliance of all sites with program policies to prevent technical gaps in capacity from arising. They focus on technical requirements at each site such as integrated classroom, staff certification, intelligence training, server status and training, RMF currency and others that arise. Specifically, this person maintains the technical certification tracker and the training-cross training record to help the program meet obligations and see itselfBS or BA degree, subject immaterial. if no degree, three additional years of experience is sufficient in lieu of a degree; have a background of at least eight years’ experience with Military training and training support. Have served at a Mission Training Complex as either a Site Manager, Simulation Support Team Lead, MCIS Lead Instructor or Network Engineer. Have a minimum of ten years in a leadership position at a Mission Training Complex. Must have subject matter expertise level knowledge of virtual training simulators, and constructive simulations experience. Must possess a SECRET clearanceN/A
OPSSupply Technicia/Logistics Specialist/Logistics Clerk IIIMaintains and executes the supply and property accountability plan and implementing instructions for the MTC. Locates and moves materials and parts between work areas to expedite processing of goods, according to schedules and priorities, and keeps related records: Reviews inventory reports, and work orders to determine types, quantities, and availability of required material and priorities of customer orders. Confers with supervisors to determine materials overdue and to inform them of location, availability, and condition of materials. Locates and moves materials to specified areas. Records quantity and type of materials distributed and on hand. May update and maintain inventory records, using GCCS-Army. May also participate in reviews/reports on reviews of contract data requirements drafts and correspondence; preparation and processing of associated logistics management required data. Administers, prepares, reviews, and maintains the master records for the establishment and change of logistics plans. Attends functional and physical configuration audits and formal qualification reviews.BS/BA degree in an associated discipline or High School and three (3) years general work experience to include all phases of Logistics/Supply Management; Experience in /knowledge of logistics management plans and implementation directives to establish a disciplined environment necessary to ensure logistics life cycle maintenance. Position requires general guidance and may supervise one or more lower-level personnel. Ability to maintain a close working relationship with the Senior Logistics personnel. Position requires some interface with the technical staff to ensure feasibility and workability of implementing instructions and procedures. Ability to interface with the customer to resolve logistics problems and ensure common understanding of applicable military standards and other directives as they pertain to life cycle maintenance. OPSSenior Logistics SpecialistDirect the activities of, and develop procedures for, the MTC property accountability system. Direct the accurate preparation and maintenance of stock record accounts, property registers, and source documents. Establish stock control levels and determine at what point items must be requisitioned in order to maintain the appropriate inventory level. Control all requisitioned items, back orders, and due-in and due-out records to ensure proper procurement identification. Authorize and direct the preparation of requests for local direct purchase transactions and work with Federal purchasing groups. Determine the status of repairable items with respect to rework, salvage, or final disposition. Maintain contact with customer representatives and other Government contractors in answering questions about Government property. Recommend hiring, promotion, transfer, and other changes in status of logistics personnel. Conduct on-the-job training for personnel in lower-level logistics classifications.Work under limited supervision in planning, coordinating, and implementing procedures necessary to support a logistics operation in a Federal depot or at a remote site. Direct the activities of lower-level personnel involved in such logistics support functions as purchasing, handling, controlling, and transporting material items and other property. Also direct and supervise automated communications for administrative and operations reporting, materials procurement and accounting, equipment storage and shipment, and the inventory of parts and supplies. Maintain frequent contact with customer representatives; BS/BA degree in an associated discipline, or High School and ten (10) years logistic experience. Also have experience related to logistics or supply systems, and at least one year of experience in a supervisory capacity. Possess a SECRET clearanceN/A
OPSAlarm MonitorThe Alarm Monitor operates electronic security system equipment to monitor MTC security and safety posture. This employee operates telephone console to receive incoming calls for assistance and coordinates with MTC staff to enable Soldiers and other MTC customers to navigate the MTC to achieve the Soldier or customer's objectives. This employee follows established guidelines, and scans status charts and computer screen to determine security and safety posture of the MTC. This employee monitors alarm system signals that indicate location of fire or other emergency, operates two-way radio to communicate with MTC staff and external agencies. This worker types commands on computer keyboard to update files and maintain logs, tests communications and alarm equipment, and backup systems to ensure serviceability. The Alarm Monitor may provide pre-arrival instructions to emergency personnel and activates alarm system to notify fire stations. This employee records security status on SF 702, Security Container Check Sheet, at the close of each duty and/or business day to ensure that any area where classified information is used or stored is secure. An integral part of the alarm monitor's duties is to verify security of all vaults, secure rooms, and containers used for storing classified material. The employee will also conduct end of day security checks.High School Diploma, 3 years' experience in administrative duties; Possess a Secret Clearance.N/A
OPSSenior Logistics Specialist/Facility Manager/Facility Maintenance IIIThe Facility Manager prepares, execute and manage pre-exercise setup of all facilities; prepare, execute and manage post-exercise recovery and reset of all facilities back to their original configurations; assist in the overall management of Soldier details (preparing for, supporting and recovering during exercises). Provide daily facility maintenance management for the MTC thourgh daily coordination with the MTC Government Property Manager for the routine maintenance and repair of Government provided equipment and facilities. Submits work order request to the local Department of Public Works (DPW) for facility repair actions. Maintains the Government Furnished Facilities in a clean and neat condition. Performs assessments and reports issues with mechanical, electrical, HVAC, and other physical structures. Maintains, troubleshoots and repairs facilities mechanical components and electrical systems in accordance with SOPs (standard operating procedures), internal requirements, manufacturer's specifications and safety policies.Work under limited supervision in planning, coordinating, and implementing procedures necessary to support a logistics operation in a Federal depot or at a remote site. Direct the activities of lower-level personnel involved in such logistics support functions as purchasing, handling, controlling, and transporting material items and other property. Also direct and supervise automated communications for administrative and operations reporting, materials procurement and accounting, equipment storage and shipment, and the inventory of parts and supplies. OPSKnowledge ManagerSupports the Hub and Spoke Knowledge Management Program. Review, analyze, and evaluate business processes, business systems and user needs. Responsible for KM Strategy and SOP. Provides KM training as required. OPSSecurity Specialist IIISecurity Specialist administers, coordinates, and evaluates security programs that support the strategy, policies, and standards established for the physical safety of all visitors, employees, or customers to the organization's facilities and the security of property and assets. The security specialist assists the government in providing technical and physical support for high security areas, security equipment, and security systems. The security specialist assist the government in determining the suitability and security eligibility of individuals for entry and retention in sensitive and nonsensitive positions. They assist the government in making security clearance determinations for employees or other persons for access to sensitive information, resources, material, or work sitesThree years of specialized experience which includes serves as an organization expert on physical security, antiterrorism, force protection, personnel security, information security, and security education/training. Employee must have completed advanced physical and personnel security training and be able to attain and maintain access to Defense Information Security System (DISS) and the MTC Electronic Security System (ESS). Must possess a SECRET clearanceN/A
OPSMilitary Trainer IV/Exercise PlannerSubject matter expert support in all phases of exercise planning and the development and implementation of an effective, reliable, exercise program that will be systematically and periodically updated. The Contractor shall plan exercises and meet all requirements following the tenants in TC 7-101, Exercise Design.Completed a BS or BA degree, subject immaterial; Background of at least eight years’ experience with Military or DoD and two years’ experience with exercise planning using the Exercise Design tenants in TC 7-101; Been a former FA57 (Simulation Operations Officer) or have demonstrable experience in operational planning and simulations using the Joint Land Component Constructive Training Capability (JLCCTC), Low Overhead Drivers, or OneSAF and stimulating MCIS; Subject matter expert in LVC-IA concepts, the BTE, ITE and/or the STE. Must possess a SECRET clearanceN/A
C/NWNetwork Manager**Contract lead for the MTC’s overall communications architecture. Oversees all aspects of communications and network functions ICW MTC Authority To Operate (ATO) standards. Serves as the Information System Security Officer (ISSO) for the MTC leading all contractor efforts in support of Risk Management Framework (RMF) and Cybersecurity. Coordinates with outside agencies and other III Corps MTC sites. Enforces communications architecture standards and cybersecurity for communications equipment, implements IA processes, and supervises the installing of equipment and circuitry in support of distributed exercises. Manages all aspects of the communications architecture and exercise support with communications planners at outside agencies (MCTP, GSC, JS-J7, etc.), other simulation facilities MTCs, NEC, and participating tactical units. Plans for the distribution of data, voice, and VTC over both LAN and WAN in both classified and unclassified modes for simulations/stimulation networks and approved connections to tactical networks. The MTC Network Manager provides oversight to the contractor system administrators for NIPRNET and SIPRNET.Minimum BA or BS degree in Information Technology or related field; Minimum of 10 years’ experience in Network Architecture design and implementation; Possess advanced planning, troubleshooting and maintenance skills on the Microsoft server platform and uter, switch and firewall configuration; A strong understanding of technology integration and information flow including LAN/WAN, firewalls, security, storage, and backup methodologies. Knowledge of specific product lines (Cisco, Fujitsu, Hewlett Packard, and Tripwire); Must fully understand the DoD Risk Management Framework (RMF) Certification and Accreditation process and Cyber Security requirements; Top-Secret Security Clearance/SCI Background Investigation (At Fort Hood only). Spoke site Network Managers require a Secret Clearance.IAM Level 1 and Computing Environment Certifications
C/NWNetwork Engineer /Network Engineer Lead/Network Engineer IIIPlans, constructs, and manages networks to ensure they are optimized, functioning, and secured ICW MTC Authority To Operate (ATO) standards. May serve as the Network Manager or as the Information System Security Officer (ISSO). Plans and develops all network diagrams, information flow diagrams, and hardware / software lists, and Change Requests in support of MTC simulation events. Attends all work groups and planning sessions for communications architecture and exercise support with planners from outside agencies (MCTP, GSC, JS-J7, etc.), other simulation facilities MTCs, NEC, and participating tactical units. Plans for the distribution of data, voice, and VTC over both LAN and WAN in both classified and unclassified modes for simulations/stimulation networks, Combat Net Radio integration, and approved connections to tactical networks. Enforces and inspects Security Technical Implementation Guides (STIGs), network scans, and vulnerability mitigation / remediation to ensure all network equipment meet the required Defense Information Systems Agency (DISA), Army and DOD standards, and RMF ATO compliance. Provides direct input and assists with the management of the MTC eMASS record by maintaining MTC RMF documentation to include Security Technical Implementation Guides (STIGs) checklists, network diagrams, information flow diagrams, and hardware / software lists, and Plan Of Action and Milestones (POAM).BA or BS degree in Network management or a related field and a minimum of 8 years’ experience. Must posses and maintain a Top Secret Security Clearance (At Fort Hood only). Spoke site Network Engineers require a Secret Clearance.IAT Level II

Review system and application logs and verify completion of scheduled jobs, including system backups. Analyze network and server resource consumption and control user access. Install and upgrade software and maintain software licenses. May assist in network modeling, analysis, planning, and coordination between network and data communications hardware and software.Provides networking support for the MTC and any exercise support in preparation for training: Designs, implements and maintains network configurations. Builds, maintains and configures Call Manager. Troubleshoots any network or Call Manager issues. Assist units and any other components during exercises. Reviews STIGs and Best Business Practices (BBPs) to ensure that all Network equipment meet the required Defense Information Systems Agency (DISA), Army and DOD standards.Minimum BA or BS degree in Information Technology or related field; Requires eight or more years’ experience. Also requires knowledge of the principles, methods, and techniques used in network troubleshooting and support, operating systems and applications and network management. Must have working knowledge of current technologies and products for MTC services and security. Must possess a SECRET clearanceIAT Level II

Provides IT Technical Support for the MTC, its functional training teams and training unitsMinimum BA or BS degree in Information Technology or related field. An additional three years of experience as a System Administrator can be substituted for the lack of a degree; Must have eight years of computer experience working independently or under general direction on complex application problems involving all phases of systems administration. At least five years’ experience in analysis and design of business applications for complex, large-scale or mid-tier computer systems, or LAN-based systems. C/NWComputer Systems Analyst II/AV Specialist/Audio Visual TechnicianThe AV Specialist shall provide technical support and operate NIPR/SIPR VTC suites at each sites, as required by the Government. The AV Specialist shall set up VTC equipment, establish connections to remote sites, and operate the VTC. The Contractor shall provide troubleshooting, maintenance, and coordinate repair services for VTC and conference room systems, with the hardware maintenance provider to resolve any equipment issues or malfunctions. Performs routine maintenance, and inventory tracking. Responsibilities include installing, configuring, operating, disassembling, and troubleshooting audio visual equipment. Responds to and resolves routine questions and technical issues. Coordinates with clients on placement, integration, and ensures functionality of projectors, lighting, microphones, sound mixing, recording and video-conferencing equipment for live events and meetings.Have demonstrated experience (1 to 3 years) operating and maintaining Video Teleconferenceing systems using with Crestron, Extron, and other control systems.
