About this file

Summary: Q&A Response Document – Indiana AFIS Modernization RFP 27-85295

This document is a Question and Answer (Q&A) response template for RFP 27-85295, issued by the Indiana Department of Administration on behalf of the Indiana State Police for the procurement of an Automated Fingerprint Identification System (AFIS) platform modernization. The solicitation seeks a modern AFIS solution to replace the current system while maintaining all existing workflows including NIST tenprint, non-NIST tenprint, criminal arrest events, applicant workflows, and latent workflows. The system must support integration with the Criminal History Record Information System (CHRIS), FBI Next Generation Identification (NGI), and multi-jurisdictional biometric systems. Written questions are due August 12, 2026, with State responses provided by August 26, 2026. The original proposal submission deadline is September 9, 2026, at 3:00 PM Eastern Time; however, the State has extended the deadline by four weeks to October 5, 2026, due to the critical need to replace the system and to allow respondents time to incorporate Q&A clarifications. A pre-proposal conference was held on July 30, 2026, with both in-person and virtual attendance options. The contract term is five years from execution with three optional two-year renewals available, extending the potential duration to eleven years. The State may award to one or more respondents if determined to be in the best interest of the State.

The Q&A responses clarify critical technical and operational requirements spanning infrastructure architecture, security compliance, biometric data specifications, functional requirements, and cost structure. The State currently maintains approximately 15 million biometric items comprising 8.8 million tenprints (3.6 million unique records), 3.8 million palm prints, 3.5 million mugshots, 21,230 latent finger records, and 1,250 latent palm records, with all biometrics currently at 500 ppi resolution. Daily processing throughput ranges from 2,500–3,000 tenprint-to-tenprint submissions to 100–200 latent palm searches, with maximum hourly submission rates between 6–150 per hour depending on transaction type. The solution must be deployed in a state-owned AWS GovCloud or Azure environment with dedicated account provisioning, and respondents must submit two separate cost proposals—one for vendor-hosted cloud tenant and one for state-owned cloud tenant—with Project Services, Licenses/Subscriptions/Environments, and Maintenance & Operations components priced across the five-year base term and optional renewal periods. The State will not disclose the available budget. All project staff must be located within the United States, CJIS Security Addendum certification is required, and the solution must achieve 99.9% system availability measured over rolling 30-day periods, excluding scheduled maintenance. The evaluation framework consists of three steps: mandatory requirements pass/fail screening, short-list scoring on Management Assessment/Quality (50 points) and Price (30 points), and final evaluation including Buy Indiana Initiative (5 points) and IVOSB participation scoring, with cost normalization assigning 30 points to the lowest-priced proposal. The State has scheduled evaluation completion targeting November 2026, though specific dates for proposal discussions, oral presentations, and best-and-final-offer rounds remain subject to change and are anticipated to be approximately one month following the proposal deadline.

1RFP 1.78Question and Answer processRFP 1.7 provides instructions for submitting questions by 8/12 with answers to be posted on 8/26. Will the State consider answering questions earlier than the 26th if they are received prior to the 12th on a rolling basis? If any answers significantly impact an offeror's proposal, there are less than two weeks to adjust and respond.
Alternatively, will the State consider extending the proposal due date depending on the nature and extent of the questions and answers?Due to the critical need to replace the system the State wants to minimize delays but would consider extending the timeline 2 weeks.
2RFP 2.6.226-27Meeting the Buy Indiana Business designationRFP Section 2.6.2 defines an Indiana Business as “a business whose principal place of business is located in Indiana.” However, the IDOA website defines an Indiana Business as “a business that is registered with the Indiana Secretary of State as a domestic business.”
Can the State confirm which is the correct definition for the Indiana Business designation?Please refer to the definition in section 2.6.2. There are four other definitions included for an "Indiana Business" beyond being a business whose principal place of business is located in Indiana.
3Attachment J Attestation Form3.0; RFP 2.6.226Buy Indiana designation requirementsRFP Section 2.6.2 states, "Buy IN must be affirmatively claimed per Attachment J." Can the State clarify whether not having or claiming Buy IN status on Attachment J is a disqualifier, or simply results in losing 5 points from the evaluation.Having or claiming Buy Indiana results in five points during the evaluation process. Not having or claiming Buy Indiana would not disqualify you.
4RFP 2.6.226Buy Indiana designation requirementsCan the State confirm whether using a subcontractor with an active Buy IN status fulfills the requirement for the Respondent? Or is the prime required to be on the Buy Indiana Designation List?The Respondent or Prime Contractor would need to be on the certified Buy Indiana list in order to receive the points.
5RFP 1.8, RFP 1.249Submission Due DateWould the State please consider extending the proposal submission due date by two weeks? This additional time would allow respondents to thoroughly assess and incorporate any clarifications or amendments resulting from the Questions and Answers process, helping ensure the State receives the most complete and responsive proposals possible.Due to the critical need to replace the system the State wants to minimize delays but would consider extending the timeline 2 weeks.
6Attachment C Indiana Economic Impact FormFTE Details TabEmployees to list on FTE Details tabThe instructions on the FTE Details tab of Attachment C specify that "only FTEs that should be included in this count are Indiana employees working this contract ONLY." Can the State confirm that Respondents should only list Indiana employees on this tab, rather than a full list of employee roles supporting this contract?Please provide a full list of employee roles that would be supporting this contract.
7Attachment C Indiana Economic Impact FormFTE Details TabEmployees to list on FTE Details tabThe FTE Details tab of Attachment C lists 24 months as the "Duration of Initial Contract Term." Is it the State's intent for Respondents to complete this form based on a 24-month contract term, or should this be completed based on a 5-year (60-month) contract term to align with the contract period listed in RFP 1.14 Type and Term of Contract?Please complete this based on the base term for this contract of 60 months or five years.
8Attachment D Cost Proposal TemplateRFP 2.5The RFP instructions ask for the Cost Proposal Narrative and the Cost Proposal Assumptions be provided as PDF files.The Attachment D Cost Proposal Template includes tabs for the narrative and assumptions. Does ISP require respondents to complete both the narrative and assumptions tabs in Excel and also provide separate PDF files for each?Yes, please refer to the direction provided in section 2.5 of the RFP Main Document, which details this expectation.
9Attachment D Cost Proposal TemplateCost Proposal TabWhat level of stability can the State expect for recurring costs? What could cause the recurring costs to change over time?To better understand the State's priorities, could the State clarify how long-term operational and lifecycle costs will be considered during the evaluation process?The only costs that will be considered as part of the cost evaluation will those that are detailed on Attachment D - Cost Proposal.
10RFP 1.89Supplier Portal / Bid SubmissionIn the Supplier Portal, the Requested Quantity and Your Bid Quantity columns are set to 1 by default. Should the value bidders provide under Your Unit Bid Price reflect strictly the 5-year term or also include the option years?Please reflect the cost of the base 5-year term.

18Attachment F Technical Proposal Template19.617Identify recurring operational tasks that will be performed as part of the base M&O services and not billed separately (log reviews, patches within standard scope, environment housekeeping).Please define and/or provide examples of "environment housekeeping".I didn't find this term, neither from the RFP, nor from the SOW. By googling, it means in the world of IT, a streamlined organization of hardware, software, workspaces, applications, etc. to ensure better efficiency, and security. I don't know how it relates directly to AFIS.
19Attachment F Technical Proposal Template5.35Administrative Module: the SOW description includes the following requirement: "It should support both centralized and distributed administration to align with the State’s operational and governance structure."Can the State provide more context on the expected centralized/distributed administration requirement?ISP has never had a System Administrator for the system. However, a centralized role would be to assign an ISP System Admin that can manage users, configure system throughout the whole state. A distributed administrations would be roles for Reginal Labs (4) system administrators who can manage users and configure system functionality in their respective areas.
20Attachment F Technical Proposal Template9.411Confirm adoption of the SOW’s severity and priority definitions, and agreement to the pre and post go live defect resolution timelines.Can the State provide defintions for the defect severity levels of critical, high, medium, and low or are they defined the same as the priority levels?
Can the State provide the expected pre-go-live resolution timeframes or are they the same as the post-go-live resolution timeframes?Definitions for defect severity levels and pre‑go‑live resolution timeframes will be established during the Project Management Plan development phase and mutually agreed upon by the State and the selected Vendor.

23Attachment K - SOW3, 8, 13Hybrid Agile methodologiesThere are several instances in the SOW where the State refers to a "Hybrid Agile approach" or "Hybrid Agile methods." Can the State clarify what is meant by "Hybrid Agile"?Hybrid Agile is a project approach that combines traditional, plan driven practices such as upfront planning and structured governance with Agile practices such as iterative development, frequent feedback, and adaptability.
24Attachment J Attestation Form53Subcontractor Letter of AgreementCan the State confirm that the Letter of Agreement required for subcontractors listed in section 5.0 of Attachment J is the same as the Subcontractor Letter of Commitment required in Attachment A1?
That is, it is a signed letter on company letterhead from the subcontractor stating the subcontract amount, a description of products and/or services to be provided on this project, and the approximate date the subcontractor will perform work on this contract.Confirmed.
25Attachment M - Infrastructure OverviewDeployment AccountWould the selected vendor receive a dedicated AWS workload account (or accounts) within the Indiana GovCloud Organization for the deployment, or would the solution be deployed into a shared account alongside other state applications?Dedicated account
26Attachment M - Infrastructure OverviewApproved ServicesTo ensure we can architect a deployment that meets Indiana's preference for hosting in a state-owned AWS GovCloud envvironment, please confirm which of these are approved for use within the Indiana GovCloud/CJIS-compliant environment, and identify any that are restricted or require alternative approaches:

-AWS Lambda (primary compute) -Amazon API Gateway (REST and WebSocket) -Amazon Aurora PostgreSQL (relational database, Multi-AZ with RDS Proxy) -Amazon DynamoDB (session data, audit events, distributed locks) -Amazon S3 (biometric image storage, configuration, archival) -Amazon CloudFront (CDN for web application delivery) -AWS WAF (web application firewall) -Amazon SQS / SNS (asynchronous messaging) -Amazon EventBridge (event-driven orchestration) -AWS Step Functions (workflow state machines) -AWS Cognito (authentication, MFA, user pools) -AWS KMS (encryption key management) -AWS Secrets Manager (credential storage) -AWS Systems Manager Parameter Store (configuration) -AWS AppConfig (feature flag management) -AWS CloudWatch / X-Ray (monitoring, logging, tracing) -Amazon Route 53 (DNS, health checks, failover) -AWS CDK (infrastructure as code deployment) -Amazon VPC with VPC Endpoints, NAT Gateway, and Site-to-Site VPN -AWS IAM (identity and access management) AWS services themselves are not restricted. However, for authentication, the State requires that all identities be authenticated through State‑managed identity providers — specifically Okta for vendor accounts and Access Indiana for application end users.

Because of this requirement, AWS Cognito cannot serve as a standalone authentication source. Cognito may be used only as a federation layer downstream from the State’s identity providers, not as the authoritative identity store.

27Attachment M - Infrastructure OverviewSecurity Controls and Network ConstraintsTo ensure we can architect a deployment that meets Indiana's preference for hosting in a state-owned AWS GovCloud environment, could the State please clarify whether there are any Indiana-specific security controls or networking constraints (e.g., required VPC configurations, internet egress restrictions, private endpoint mandates) beyond standard CJIS Security Policy that would affect service deployment?Security controls - No. From a networking constraints perspective - yes. No direct connectivity to the State's Enterprise network is available by default. Connectivity would need to be acquired via an IOT Site to Site VPN service Offering or other method at the expense of the agency/vendor.
28Attachment M - Infrastructure OverviewPre-Approved AWS Service CatalogTo ensure we can architect a deployment that meets Indiana's preference for hosting in a state-owned AWS GovCloud environment, could the State please clarify whether Indiana maintains a pre-approved service catalog, or would new services require an individual authorization process?IOT has a service catalog that is available at - https://www.in.gov/iot/files/Aug2026_IOT%20Services%20Catalog%20FY27_81226.pdf
29Attachment M - Infrastructure OverviewApplication DeploymentTo ensure we can architect a deployment that meets Indiana's preference for hosting in a state-owned AWS GovCloud environment, could the State please clarify the following:

1. Would the selected vendor be granted a CI/CD pipeline execution role within the Indiana GovCloud account with sufficient permissions to deploy and update CDK stacks, or does Indiana require all infrastructure changes to be submitted to a state team for deployment?

2. If a pipeline role is permitted, what is the process for defining and approving the IAM permissions boundary for that role?

3. Are there restrictions on the deployment tooling (e.g., must deployments originate from within the state network, or can they be triggered from an external CI/CD system such as GitLab CI over a secure connection)?Additional data can be found here - https://www.in.gov/iot/policies-procedures-and-standards/
30Attachment M - Infrastructure OverviewOperational ResponsibilitiesTo ensure we can meet Indiana's preference for hosting in a state-owned AWS GovCloud environment, can the State please identify how operational responsibilities are divided between the State (IOT/ISP) and the selected vendor across the following areas:

-Account & Network Administration — Who owns VPC configuration, security groups, subnet management, VPN/Direct Connect connectivity, and DNS?

-IAM & Access Control — Who provisions and manages IAM roles, policies, and permission boundaries for the application workloads?

-Monitoring & Incident Response — Who is responsible for infrastructure-level alerting (CloudWatch alarms, health checks) vs. application-level monitoring and on-call response?

-Patching & Updates — Who manages OS-level/runtime updates (Lambda runtime deprecations, Aurora engine upgrades) vs. application code deployments?

-Backup & Disaster Recovery — Who configures and validates backup policies, cross-region replication, and failover procedures?

-Security & Compliance — Who is responsible for ongoing CJIS audit evidence, vulnerability remediation, and security scanning of deployed resources?

-Cost Management — Who manages resource tagging, budget alerts, and cost optimization for the ABIS solution's workloads?

Is there an existing shared responsibility model or RACI matrix that Indiana uses for vendor-deployed applications in State-owned cloud environments?

The Vendor shall perform all development, maintenance, operation, and hosting of the Solution, including all applications, software, and data within State funded data centers and State funded Cloud environments, unless the State provides prior written approval authorizing an exception. The Indiana Office of Technology (IOT) will provision and maintain a dedicated, State-owned Cloud tenant to support the Vendor’s Solution. IOT will grant the Vendor appropriate tenant level access necessary for implementation, configuration, and ongoing support. The Vendor shall be fully responsible for all activities, configurations, operational tasks, system management, security administration, and maintenance performed within the State-owned tenant. The Vendor shall comply with all State of Indiana data governance, security, privacy, and regulatory requirements applicable to the Solution, including adherence to NIST 800-53 security controls in State approved policy and standards. The Vendor must remediate all identified security issues in a timely manner consistent with industry best practices and State policy. The Vendor shall provide a quarterly Security and Compliance Report to IOT and verify adherence to all required controls, documenting vulnerability remediation status, summarizing audit activity, and identifying any deviations or exceptions.

31Attachment M - Infrastructure OverviewAPI GatewayCan the state-owned AWS GovCloud solution deploy public-facing regional API Gateway endpoints (both REST and WebSocket), or must all inbound traffic route through a state-managed proxy, load balancer, or reverse proxy?Additional data can be found here - https://www.in.gov/iot/policies-procedures-and-standards/
32Attachment M - Infrastructure OverviewWAF RulesDoes the State's AWS GovCloud environment operate a centralized WAF (AWS WAF at the Organization level, or a third-party appliance) that the solution must sit behind, or can the selected vendor deploy and manage its own WAF rules within the workload account?The selected vendor can deploy and manage its own WAF rules within the workload account
33Attachment M - Infrastructure OverviewLambda RolesTo ensure we can architect a deployment that meets Indiana's preference for a state-owned AWS GovCloud environment, can the State provide the following details related to IAM guardrails in the Indiana environment:

1. Does the State enforce a permissions boundary policy that all Lambda execution roles must be created under? If so, can we review the boundary policy to confirm it permits the AWS service actions our solution requires (e.g., rds-data:ExecuteStatement, s3:GetObject/PutObject, dynamodb:Query/PutItem, sqs:SendMessage, states:StartExecution, cognito-idp:*)?

2. Are there Service Control Policies (SCPs) at the Organization or OU level that deny specific actions or services outright (e.g., deny iam:CreateRole without a tag, deny access to certain regions)?

3. Can CDK-generated roles use inline policies, or does the state require all policies to be customer-managed policies registered in a central catalog?

4. Is there a maximum policy size or role count limit imposed beyond AWS defaults?

5. Are there required condition keys that all resource policies must include (e.g., aws:RequestedRegion, aws:PrincipalOrgID, mandatory resource tagging via aws:RequestTag)?Additional data can be found here - https://www.in.gov/iot/policies-procedures-and-standards/
34Attachment M - Infrastructure OverviewCloudFront & DNSThe standard GovCloud deployment architecture uses a paired commercial AWS account to host Amazon CloudFront (CDN/TLS termination) and Amazon Route 53 (DNS management and health-check failover), where the commercial account serves as the edge/ingress layer and routes traffic into the GovCloud account where all CJIS-regulated data and processing resides. To ensure we can architect a deployment that meets Indiana's preference for hosting in a state-owned AWS GovCloud environment, can the State clarify the following:

1. Does Indiana's GovCloud environment already have a paired commercial account for edge services, or would the selected vendor need to provision one within the State's AWS Organization?

2. If the State operates its own commercial edge account, can the selected vendor deploy CloudFront distributions and Route 53 hosted zones into it, or does the State manage those resources and provide CNAME/alias delegation?

3. If the selected vendor must use its own commercial account for CloudFront and Route 53 (as we do for other GovCloud deployments), is that acceptable from a security and governance standpoint — given that no CJIS data is stored or processed in the commercial account (it acts solely as a TLS-terminating pass-through to the GovCloud API endpoints)?

4. Are there state DNS requirements (e.g., must resolve under an in.gov domain) that would require the State to own the Route 53 hosted zone and delegate a subdomain, or can the selected vendor manage DNS under a vendor-owned domain with a state-approved CNAME?Additional data can be found here - https://www.in.gov/iot/policies-procedures-and-standards/
35Attachment P - Requirements Matrix, row 90Provide central-site WAN and remote-site bandwidth sized to operational workload; support site-to-site VPN; optional private connectivity as needed.Does Requirements matrix row #90 only apply if the vendor provides the on-premise solution?See response to question 30.
36Attachment P - Requirements Matrix, row 85Scan fingerprint hard cards into NIST format at 500 or 1000 ppi; acquire Type 1 & 2 data from CCH-generated text files using barcode reference.Which card formats need to be supported? Does the Cardscan need to support responses? If so, which types, SRE and/or ERRT? Is the vendor to provide the cardscan hardware or interface to existing cardscans? If existing, what scanner is used? If hardware is requested, how many cardscan workstations and scanners are required?
Card Formats: FBI FD-258 (Blue Applicant Card), FBI FD-249 (Criminal Red Card), FBI FD-884 (Palm Prints Cards), Indiana 1305A (Adult Criminal Card), Indiana 1320A (Juvenile Criminal Card), Indiana 54221 (Palm Print Cards), Indiana 1305 (Legacy Criminal Card-Red)
37Attachment Q - Resource Usage Matrix, Team Resourcing TabState of Indiana Project ResourcingIs it the State's intent for Respondents to complete the Project Resourcing section for the State of Indiana, or only the Project Resourcing for the Supplier/Subcontractor? Are there specific roles from the State that Respondents are expected to list and include in this section?The intent of the Team Resourcing tab of Attachment Q - Resource Usage Matrix is to give the State a sense of what resources are being provided by the respondent and what resources the respondent is anticipating will be provided by the State for this engagement . Please populate both sections as applicable/appropriate. There are not specific roles that are expected to be included.
38RFP 1.24Response to Written Questions/AmendmentsRFP Section 1.24 specifies that responses to questions will be provided by August 26, 2026. To support the submission of complete, accurate, and responsive proposals, will Respondents have an opportunity to submit follow-up questions regarding the State's responses should additional clarification be needed?We currently have only one round of Q&A scheduled for this solicitation. If respondents have additional questions after State responses have been shared, the State will consider extending timeline to accommodate a second round of Q&A as appropriate and necessary.
39Attachment K, SOW7Statewide Data Warehouse ReportPlease provide details regarding the data to be provided to the Data Warehouse, inlcuding the expected frequency so that we can determine the level of effort and associated costing.We will require reports with the stats for tensprints, palmprints, latents and mug shots. These reports should be available daily, weekly, monthly, yearly and randomly picked timeframes (example 4-1-26 to 5-19-26)
40Attachment K, SOW7State's operational data store and data martPlease provide technical details regarding the State's operational data store and data mart, if they differ from the Data Warehouse and Mulesoft API.Additional data can be found here - https://www.in.gov/iot/policies-procedures-and-standards/
41Attachment K, SOW18VI. Compliance Requirements a. Security Policies and StandardsThere is reference to an NDA to access more sensitive standards and policies. As these policies may change the scope of the vendor's response, at what point should the NDA be signed?The State encourages you to sign and review the NDA at your earliest convenience in order to familiarize yourself with the Security Policies and Standards that are required.
42Attachment K, SOW4Current AFIS Components, Existing InterfacesAre there interface requirements for the Gaming Riverboats and ISP's Records Management System (RMS)?Gaming Riverboats connect to the system like any other livescan. RMS-mugshots are sent there near the end of the process .
43Attachment D Cost ProposalPricing Optional ItemsThere are several references in the SOW to optional components and/or functionality. If the vendor would like to present pricing for optional items, can the State please advise where the price should be reflected? If the price should be reflected within Attachment D Cost Proposal Template, can the State provide a revised template to inlcude optional items not calculated in the total bid price?Please include any optional components and/or functionality on the Cost Proposal Narrative tab of Attachment D - Cost Proposal.
44Attachment P Requirements Matrix Functional Req. item #38line 38Type 16 ImportAs the Type 16 field is a user-defined, variable-resolution image field, what type of images are stored, or are intended to be stored, in the Type 16 image field?The type 16 data is cureently used to capture a snapshot of the demographic information at the top of the fingerprint card when scanned.
45Attachment P Requirements Matrix Functional Req. item #77line 77Training & DocumentationRequirement states: "Deliver role-based training for administrators, tenprint operators, latent operators, and archive users, including curriculum outlines and competency objectives."

Can the State please provide the # of users expected to be trained for each:

Administrative & User based roles for each Tenprint, Latent and Archive Trainings?Administrative-6, Tenprint-8, Latent-15 and Archive 23
46Attachment A1 - IVOSB Commitment1.2416Extension requestWe respectfully request that the State consider extending the proposal due date from September 9 by four (4) weeks. This additional time would help ensure that all interested providers can submit comprehensive, high-quality proposals that fully address the State's detailed requirements.

The requested extension would allow vendors sufficient time to complete due diligence activities, identify and engage qualified partners, and prepare thorough responses that best support the State's objectives. In particular, we have experienced challenges accessing IVOSB certification information through the links referenced in the RFP, which has made it more difficult to identify and engage qualified partners within the current schedule.

Additionally, several major biometrics industry events occur during the proposal period, including the International Association for Identification conference (August 16–22) and Identity Week America (September 2–3). These events involve many of the subject matter experts, technology providers, and partners who are critical to developing complete and responsive proposals.

Granting a four-week extension would help maximize competition and enable vendors to provide the State with the most complete, thoughtful, and high-quality responses possibleDue to the critical need to replace the system the State wants to minimize delays but would consider extending the timeline 2 weeks.
47Attachment A1 - IVOSB Commitment1.2213IVOSB Requirement modificationIf IVOSB website remains down further than the two weeks, will there be an amendment to the IVOSB requirement and will that change the point distribution?We do not anticipate issuing an ammendment due to the IVOSB website being down as it would impact all respondents equally.
483.229,30BAFO & ShortlistingThe RFP identifies Management Assessment / Quality as a 50-point evaluation criterion. Could the State please clarify whether this criterion will be further subdivided into specific evaluation categories (e.g., technical solution, implementation approach, support model, security, etc.) and, if so, provide the corresponding scoring breakdown and weightings?The detailed point allocation being requested is part of the confidential and deliberative evaluation process and as such will not be detailed.
49BudgetWould the State willing to share the budget for this project?ISP has chosen not disclose the available budget for this engagement.
50Would ISP please confirm that all records provided for the data migration will be in NIST format (Tenprints, Latents and facial images)?Yes, records will be in NIST format
511.1411Contractual obligationsWould ISP please clarify? Referring to file – Indiana AFIS RFP – Section 1.14 – “State intends to sign a contract with one or more respondents."The State reserves the right to award to more than one respondent if that is determined to be in the best interest of the State.
52Attachment K - Section IIpg. 3Biometric item breakdownThe RFP states a current repository containing 15 Million biometric items (fingerprints, palm prints, mughsots, and photographs). 54Attachement P - Requirements Matrix
- Requirements tabline 91, 92,96Geo-redundant DR with automated failover and responsibilities.Since the State owns the cloud tenant, would the State clarify who is responsible for triggering failover/failback events?Requirements of this nature are provided by the agency via their specific business and technical requirements for uptime.
55Attachment M - Infrastructure Overview
- Section 1Pg. 1State-Owned Cloud TenantWould the State please specify exactly what kind of native tools the vendor will be required to use (monitoring, backup, DR)? Does the vendor have the freedom to spin up infrastructure, run deployment scripts, configure network rules, etc., or will the vendor have to request the State to provision certain resources?Available AWS Gov Cloud resources specific to the State's two AWS regions can be used for the vendor's solution consumption.
56Installation Locations for deploymentsWould the state please list every location that will require deployment and installation services during the 18-month project phase?ISP Headquarters (Indianapolis), 4 Reginal Labs (FT. Wayne, Lowell, Indianapolis & Evansville
57Legacy ReportsThe RFP references both the maintenance of existing legacy reports and the development of new reports. Would the State please provide an inventory of the current legacy AFIS reports, or alternatively, an estimated number of reports expected to be maintained and migrated under this contract?DB Count, DB Trends, Job Log Summary, Stuck Jobs,AFIS User Activity, Livescan Statistical, Aborted Transaction, Monthly Hit, Hit Distribution, Daily Transaction, AFIS Consolidation, Hits by Operator, TOT Counts, Operator Usage, Transaction History, Latent Listing, Archive User Activity, Archive Consolidations, Archive Deletions and Archive User
58Universal Latent WorkstationWould the State clarify its expectations regarding the Universal Latent Workstation (ULW), including desired functionality, scope, and any migration requirements? Would the State be open to a newer and more modern solution to replace the ULW functionality? Our ULW solution has been implemented at multiple customer sites and is currently being successfully used by our customers.Latent examiners use the ULW to transmit there images to the FBI and to receive candidates for the latents sent. Tenprint examiners use ULW to creat IRQ requests. The request is saved to a file and emailed to an internal address where the file is brought into AFIS and sent to the FBI. The response is then exported and emailed back to the user. If the IRQ capability is built into the AFIS in a newer more modernsolution, then it will no longer be needed
59RFP Document: Attachment D — Cost Proposal; Attachment M — Infrastructure Overview
Section/Rows: Attachment D, rows 28–33; Attachment M, Solution Categories 1 and 2Section/Rows: Attachment D, rows 28–33; Attachment M, Solution Categories 1 and 2Treatment of environment and cloud-consumption costsAttachment D, rows 28–33, requests annual costs for the Development Environment, Test Environment, Training Environment, Data Conversion Environment, Production Environment, and Other Environments. Attachment M states that, for the preferred State-Owned Cloud Tenant model, the State owns the financial-consumption charges, while a Vendor Hosted Cloud Tenant is identified as an exception-based alternative.

Please clarify whether the amounts entered in Attachment D rows 28–33 are intended to represent:

Estimated AWS or Azure consumption charges that will be paid directly by the State for a solution deployed in the State-Owned Cloud Tenant;

Hosting and environment costs incurred by the Respondent and included in the amounts payable to the Respondent when proposing a Vendor Hosted Cloud Tenant; or The applicable type of cost based on the hosting model proposed by the Respondent.

For a proposal using the preferred State-Owned Cloud Tenant, please also confirm whether estimated AWS or Azure consumption charges must be included in the five-year Total Bid Amount and evaluated price, or whether they must instead be provided separately as informational estimates for the State’s total-cost-of-ownership evaluation. Respondents should submit two separate and distinct cost proposals: one for a Vendor Hosted Cloud Tenant solution and one for a State-Owned Cloud Tenant solution. Each cost proposal must include a corresponding comprehensive Cost Proposal Narrative, as outlined in section 2.5 of the RFP, along with detailed Assumptions, Conditions, and Constraints. Respondents should provide thorough costing outlines that clearly explain how total costs are derived for each model. Use the response to question 30, as well as others outlined in this document and the RFP packet, to inform the response for the State-Owned Cloud Tenant solution cost proposal.

The State will review and assess both cost proposals provided and determine which approach best meets the State’s needs.

60RFP Document: Attachment D — Cost Proposal; Attachment M — Infrastructure Overview; Main RFP Section 1.11
Section/Rows: Attachment D, rows 28–33; Cost Proposal Narrative and Cost Assumptions; Proposal ClarificationsMain RFP Section 1.11
Section/Rows: Attachment D, rows 28–33; Cost Proposal Narrative and Cost Assumptions; Proposal ClarificationsFair and consistent evaluation of State-paid cloud costsIf estimated AWS or Azure consumption charges paid directly by the State are to be entered in Attachment D rows 28–33 or otherwise considered in the evaluated total cost of ownership, will the State require each Respondent to provide a detailed and auditable cloud-cost model supporting those estimates?

To permit a meaningful and consistent evaluation, please consider requiring the supporting cost model to identify, at a minimum:

- The cloud provider, region or regions, and proposed Availability Zone and disaster-recovery topology;

- The cloud services, resource types, configurations, quantities, and expected utilization for each environment and contract year;

- Compute and biometric matching capacity;

- Managed database services, editions or tiers, instance sizing, storage, I/O, replication, backup, and recovery configuration;

- Object, file, and block storage by type, including starting volume, retention assumptions, annual growth, backup copies, and disaster-recovery copies;

- Network connectivity, data transfer, ingress, egress, load balancing, and related services;

- Monitoring, logging, cybersecurity, backup, and operational-management services;

- Workload, transaction-volume, concurrency, performance, availability, RPO, RTO, retention, and data-growth assumptions;

- Pricing assumptions, including State enterprise pricing, applicable discounts, reservations, Savings Plans, committed-use arrangements, licensing models, and other cost-optimization assumptions; and

- The estimated cost by environment, service category, contract year, and base or optional contract period.

Please also confirm whether the State will either provide a common cloud-pricing basis for all Respondents—including applicable State enterprise discounts and other relevant State charges—or apply a common pricing basis centrally to each Respondent’s submitted cloud resource bill of materials.

Because these cloud-consumption charges would be paid directly by the State rather than being a fixed-price obligation borne by the Respondent, an unsupported or materially understated estimate could artificially reduce the evaluated total cost of ownership without creating a corresponding financial obligation for the Respondent. To support a fair comparison, please confirm that the State may validate and normalize the State-paid cloud-consumption component used in the TCO or price evaluation when an estimate appears materially inconsistent with the proposed architecture, required service levels, workload, data growth, or other RFP requirements.

Before making any upward or downward normalization, please confirm that the State will:

1. Provide the affected Respondent with the assumptions, calculations, and basis for the proposed adjustment;

2. Allow the Respondent a written opportunity to explain and substantiate its submitted estimate, including any architecture, utilization, licensing, commitment, or AWS/Azure cost-optimization approach that supports a lower cost;

3. Consider the Respondent’s supporting technical and financial evidence before finalizing the normalized estimate;

4. Apply the same review methodology and common pricing assumptions consistently to all Respondents; and

5. Treat any State normalization as an adjustment to the TCO used for evaluation only, without changing the Respondent’s contractual Total Bid Amount unless the Respondent formally revises its Cost Proposal through the permitted clarification or BAFO process.

Please confirm that the State will provide or permit a separate cloud-cost schedule or resource bill of materials for this purpose and that it will not be subject to the two-page limit applicable to the Cost Proposal Narrative.See response to question number 59.
61RFP 27-85295 Main DocumentRFP Section 1.68Pre-proposal conferenceWill the State distribute any briefings or materials provided at the pre-proposal conference?All material presented at the pre-proposal conference was also included in the solicitation documents.
62Attachment P Requirements MatrixAtt P, Row 412-finger IDAtt P, Row 4 states, "Support 2-finger Mobile ID." Is the contractor required to supply 2-finger mobile ID devices? If so, how many? If not, what make and model devices should the bidder assume?ISP does not currently have mobile devices in use. This is an additional functionality ISP is considering in the upgrade.
63Attachment D Cost Proposal Template"Cost Proposal" Sheet, "Licenses / Subscriptions / Environments"Cloud computing costPlease confirm whether cloud infrastructure consumption within the State-owned AWS or Azure tenant will be paid directly by the State and excluded from the Respondent’s Total Bid Amount. If estimates are required, please identify where and how they should be presented.See response to question 59.
64Attachment K AFIS Statement of WorkRFP Att-K SOW; III.b7In-State TechniciansPlease define the requirement for in-state technicians for on-site services for response times by incident severity, hypercare period, OCM, training, or other types of service for which on-site technical support is desired.With the current vendor, the contract required to have an "In-State Technician" because we have physical servers hosted in the Indiana Government Center, that require a constant attention. With the cloud solution, this requirement can be removed. Also, we requested to have a dedicated ISP System Admin for the future system.
65Attachment F Technical Proposal TemplateSect 1716Warranty PeriodAtt F references acceptance of a 30-to-52-week warranty and maintenance transition period. Please confirm the required warranty duration, the event that starts the warranty period, and whether warranty overlaps with hypercare or paid maintenance and operations.Warranty is exprected to start post hypercare.
66Attachment K AFIS Statement of WorkAtt K SOW, pages 19 and 22.Operational Staffing LevelAtt K, Page 22 suggests that there is a customer approved M&O staffing level: "The Vendor will not reduce operational staffing levels during the turnover period without written approval from the State. This requirement applies to all personnel who support ongoing Maintenance and Operations activities as well as personnel responsible for turnover tasks."

Att K, Page 19 simply requires the contractor to provide staffing to meet requirements: "The Vendor will provide Maintenance and Operations services for the system after implementation. These services will support the stability, performance, and ongoing functionality of the system for all users. The Vendor will provide staffing, processes, monitoring, and support activities needed to sustain operations and meet the requirements defined by the State. The Vendor will maintain all services at the performance levels required in the contract and described in the Service Levels and Performance Remedies section."

Please clarify if the contractor is required to provide a customer approved level of staffing for M&O support during the contract period or if the contractor has discretion to alter staffing levels necessary to meet contract M&O performance requirements and service levels. The SOW does not require a fixed, pre‑approved M&O staffing level during the contract. Attachment K, page 19 requires the Vendor to provide whatever staffing is necessary to meet all M&O performance requirements, giving the Vendor discretion to adjust staffing as needed as long as service levels are met.

Attachment K, page 22 adds a specific restriction for the turnover period: the Vendor may not reduce operational staffing levels without prior written State approval.

Additionally, the SOW requires State approval for any changes to Key Persons. While the Vendor may adjust general staffing to meet performance needs, any Key Person changes must follow the defined approval process, and the State expects awareness of adjustments that materially affect delivery and operations.

67Attachment D Cost Proposal TemplateM&OCost of M&O EnhancementsAtt D includes enhancements at 100 hours per month. Is this cost for 100 hours of enhancement work requested to estimate contractor enhancement costs, or is the State requiring the contractor to deliver 100 hours of enhancements every month? If the contractor is required to deliver 100 hours of enhancements per month, is the cost of this work included in the contractor fixed monthly service fee or to be billed separately?Requested to estimate contractor enhancement costs in a uniform manner.
68Attachment K AFIS Statement of WorkAtt K SOW, I.b318-month ImplementationPlease confirm whether the (approximately) 18-month implementation target concludes at production go-live, completion of the minimum 60-day hypercare period, final system acceptance, or transition into warranty and maintenance operations.The approximate 18-month implementation is expected to include up, but no including the Hyperacre deliverable outlined in the Dlieverables and Deadlines section of the SOW.
69Attachment F Technical Proposal TemplateAtt F Sect 1.1

Att K Att P 1 5,7,9 8 Two-finger ID, a.k.a. "Fast ID" Att F, Page 1 labels mobile two-finger search as optional.

Att K, Pages 5, 7 & 9 list 2-finger FAST ID as required, however, Page 8 labels it as optional.

Att P, Row 4 identifies two-finger mobile identification and related workflows as required.

Please confirm whether mobile two-finger/Fast ID functionality is mandatory at initial go-live.ISP does not currently have mobile devices in use. This is an additional functionality ISP is considering in the upgrade.
70Attachment K AFIS Statement of WorkAtt K5, 7, 2009Two-finger collection implementationFor the mobile and fixed 2-finger identification ("Fast ID"), please clarify which of the following work items are required of the contractor: a) supply the 2-finger collection devices (If yes, how many?)

b) configure the 2-finger collection devices,

c) maintain and provide technical support for the 2-finger collection devices,

d) train users in device operation,

e) maintain spares, and

f) distribute the devices.ISP does not currently have mobile devices in use. This is an additional functionality ISP is considering in the upgrade.

72Attachment K AFIS Statement of WorkAttachment K – AFIS Statement of Work III.b; VI.aK: 8, 20What legacy interfaces, how to handle security of themWill there be legacy interfaces to maintain? If so, Att K requires existing AFIS interfaces to remain supported while also requiring compliance with State and Federal security standards. Which control takes precedence if an older interface cannot be maintained securely?Transmissions that use FTP (File Transfer Protocol), POP3 (Post Office Protocol 3), and SMTP (Simple Mail Transfer Protocol) must use site-to site VPN connection to comply with State and Federal security standards.
73Attachment K AFIS Statement of WorkAtt K SOW, Sect X.b24Disaster Recovery TestingAtt K, Page 24 indicates "... conduct Disaster Recovery (DR) testing on a basis agreed upon by all parties." Please clarify whether automated failover and restoration must be demonstrated before production acceptance. Also, please clarify whether DR testing should be included in the M&O pricing, and, if so, provide an assumed freqnecy for this testing for bid purposes so that all bids are using the same assumption.Yes - https://www.in.gov/iot/policies-procedures-and-standards/
