About this file
This is a Technical Proposal document for RFP 26-86873 issued by the State of Indiana for the CMHW Case Management System (Tobi). The solicitation requests comprehensive responses addressing vendor experience with federal and state service contracts, technical capabilities with Microsoft Dynamics 365, Power Apps, and Dataverse databases, and proficiency with high-traffic systems. Vendors must demonstrate compliance with the State's standardized data transmission technologies, specifically MuleSoft API Management and GoAnywhere Managed File Transfer services, and address integration capabilities with Access Indiana authentication systems. The proposal requires detailed descriptions of experience with electronic medical records systems and relevant regulatory compliance including HIPAA and 42 CFR Part 2, as well as familiarity with Medicaid payment systems. Respondents must disclose any artificial intelligence tools used in proposal development and provide organizational structure details, equipment requirements, and resource hour estimates with assumptions.
The submission requires comprehensive project management documentation including methodology, requirements definition processes, high-level project schedules integrating vendor, subcontractor, and State tasks, and communication strategies. Vendors must provide detailed information on training delivery for non-technical users, release management strategies, help desk support workflows, testing and quality assurance plans, and data migration strategies for converting large quantities of data in multiple formats. Security submissions must address compliance with Indiana's Information Security Framework, disaster recovery and business continuity plans, encryption standards, vulnerability management protocols, and audit logging practices. Additionally, vendors must describe experience implementing software enhancements to existing platforms, their approach to leveraging configuration over customization, and collaborative processes for evaluating customizations for incorporation into core products.
