About this file

This is an Information Security Brief (Version 6) issued by Empire State Development (ESD), a subsidiary of the New York State Urban Development Corporation, establishing mandatory security standards and compliance requirements for all vendors, contractors, and third parties engaged in projects with ESD that involve data or IT components. The document outlines baseline security standards and guidelines applicable to all ESD engagements and requires vendors to identify additional IT deliverables from ESD's IT Deliverables Standard within 30 days of contract signing and document these as project milestones. Vendors may demonstrate compliance using comparable security standards subject to approval by ESD's Chief Information Security Officer (CISO).

ESD requires all partners and third parties to comply with ISO Standards 27001, 27005, and 27035 regarding protection of ESD's network, data, and information systems, and to adhere to GDPR standards for data collection and protection when systems collect or store information from entities or citizens within GDPR governance scope. Contractors must implement monitoring processes for third-party compliance, provide Identity Access Management including authentication and transaction auditing, furnish documentation certifying all supply chain vendors comply with applicable ISO standards, and maintain compliance with New York State and Federal Cyber Security and Information Security Policies and Laws. Additionally, vendors must document all third-party access to ESD data or information systems, manage information communications to maintain data security, and ensure that any use of artificial intelligence complies with all applicable State and Federal Laws and ESD policies.
