About this file

This is a project manual and specification document for the Buffalo Outer Harbor Terminal B Safety Improvements project, issued by the Erie Canal Harbor Development Corporation (ECHDC), a subsidiary of the New York State Urban Development Corporation (Empire State Development). The project, located at 901 Fuhrmann Boulevard in Buffalo, New York, comprises repairs and improvements to enhance public safety and accessibility along the Terminal B waterfront. Work is organized under two prime contracts: Contract Package 1 covers Site Electrical and Lighting Upgrades (CLL-1), while Contract Package 2 addresses Site Construction and Structural Repairs (CLL-2). The scope includes rehabilitation of existing pavement surfaces, installation of new guardrail systems adjacent to the quay wall, localized concrete repairs, site lighting upgrades, selective demolition, and related construction work. The project manual, issued for bid on June 29, 2026, provides comprehensive technical specifications across three volumes, covering procurement requirements, general conditions, and detailed technical specifications for divisions 02 through 32, including concrete work, masonry, metals fabrication, electrical systems, exterior improvements, and site work. The prime consultant is Azar Design Co., with structural engineering by WSP USA, surveying by Patriot Design & Consulting, and lighting design by Leni Schwendinger Light Projects.

The specifications establish detailed requirements for materials, execution, quality assurance, and field conditions across all construction phases. Key submission requirements include environmental product declarations for steel and concrete, shop drawings for metal fabrications and reinforcement placement, lead paint testing and encapsulation procedures for existing bollards, and comprehensive pre-installation conferences. The contract includes minority and women business enterprise (MWBE) contracting goals totaling 30 percent and a service-disabled veteran-owned business (SDVOB) goal of 6 percent. Prevailing wage rates apply to all work, with compliance required under New York State Department of Labor standards and OSHA regulations. The project requires compliance with EPA notification regulations, New York State Department of Environmental Conservation requirements, and adherence to a Site Management Plan for handling anthropogenic fill materials and potential hazardous substances. All concrete mixtures must be obtained from a single ready-mixed concrete manufacturer, and all structural steel components must be produced in whole or substantial part in the United States. The contract emphasizes protection of existing site features, including the NYSDEC Environmental Easement area, the quay wall structure, and active public access areas, with strict controls on dust, debris, and material stockpiling near waterway and sensitive areas.
