About this file
This Addendum IV document is a Notice of Public Bid Announcement issued by Empire State Development (ESD), a subsidiary of the New York State Urban Development Corporation, for the Terminal B Safety Improvements project located at 901 Fuhrmann Boulevard in the Buffalo Outer Harbor. The project consists of repairs and improvements to enhance public safety and accessibility along the Terminal B waterfront, including rehabilitation of pavement surfaces, installation of new guardrail systems adjacent to the quay wall, localized concrete repairs, and site lighting upgrades. The work is structured under two prime contracts: Contract Package 1 for Site Electrical and Lighting Upgrades and Contract Package 2 for Site Construction and Structural Repairs. All timely-submitted bids must be received by 2:00 PM EST on August 5, 2026, with the public bid announcement scheduled for 3:30 PM EST on the same date via Zoom virtual meeting platform. No questions or comments will be permitted during the public announcement.
The addendum provides comprehensive instructions for participating in the public bid announcement, including Zoom meeting details, multiple dial-in numbers for various U.S. locations and international access points, and SIP/H.323 connection options. The procurement includes set-asides for Service-Disabled Veteran-Owned Businesses (SDVOB) at 6.00% and Minority/Women Business Enterprise (MWBE) contracting goals of 30.00%. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years, indicating this is a new competitive solicitation.
