About this file
This document is Amendment 2 to a Request for Proposal (RFP) issued by the State of South Carolina's Fiscal Accountability Authority (SFAA) Division of Procurement Services for Facilities Management Services for Winthrop University. The RFP seeks a comprehensive campus-wide facilities management contractor, with proposals due on 06/13/2025 at 11:00 AM EST. A non-mandatory pre-bid conference and site visit are scheduled for 04/04/2025 at the Winthrop University Facilities Complex in Rock Hill, SC. Questions from potential bidders must be submitted by 04/14/2025, and the contract award is expected to be posted on 08/27/2025. The contract will have an initial term with potential for additional renewals, covering services such as facility maintenance, custodial services, and grounds management.
The amendment includes responses to potential bidders' questions, clarifying details about landscaping pricing, capital expenditures, and equipment investments. The university indicates that the FY25-26 budget is still in development and not yet approved by the Board of Trustees. As of the RFP release, 20 employees are eligible for retirement (14 for full retirement and 6 for early retirement), and the current service levels vary across facilities, with some areas at APPA maintenance levels 2, 3, and 4. The RFP allows vendors to propose their own pay rates and benefits, and the financial data provided represents a full 12-month budget inclusive of contract services costs. The university seeks flexibility in the proposal, encouraging vendors to describe financial commitments and investment strategies for equipment and facility improvements.

AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The
“State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows:
Underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
1. The “Attachment 3” does not really have a place to put our landscape pricing.
State Response:
Landscaping is a part of Grounds. However, the proposer may submit additional pages to describe what is included in each line item and to describe any financial commitments they wish to propose.
2. Pg 3, Maxium Contract Period: Winthrop University to pay for capital expenditures at contract inception or pay off NET book value of equipment if contract is ended before maximum term is completed.
The proposer may propose additional investment, including a fund for equipment, as part of their response to the RFP. It is up to the proposer how they propose that fund to be managed, including amortization and settlement.
3. Pg 15, General Campus Contractor Responsibilities, Section (16) Equipment: Client to pay for capital expenditures at contract inception or pay off NET book value of equipment if contract is ended before maximum term is completed.
See Question #2 http://www.procurement.sc.gov/
4. Pg 16, Section A. Facility Maintenance Services: Client to pay for capital expenditures at contract inception or pay off NET book value of equipment if contract is ended before maximum term is completed.
See Question #2
5. Are the figures shared on the FY2024 Non-Personnel Expenses tab in addition to or included in the figures on the FY2025 Budget tab?
They are two entirely separate things. One is the current year approved budget. The other consists of the actual expenditures for the prior year.
6. Are the figures shared on the FY2024 Repair & Maintenance tab in addition to or included in the figures on the FY2025 Budget tab?
See Question #5
7. Can you please give what you believe is the total budget number for FY25-26? (Not broken out into categories).
FY25-26 budget is still in development and has not been approved by the Board of
Trustees.
8. How many current long-term employees do you anticipate being 1-2 years from retirement?
As of the release of the RFP, 20 employees are eligible for retirement – 14 for full retirement and 6 for early retirement.
9. Is the current service level at APPA 2 across all services and facilities?
We do not believe we are at APPA 2 in all areas. Some areas are 2 but some 3 and 4
(this is both in overall maintenance, grounds and custodial).
10. Do Winthrop officials believe the wage rates are at the correct level?
It is up to the vendor to establish what they believe are appropriate pay rates plus benefits for their employees.
11. Is the “RFP Financial Data” file tab titled “FY 2025 Budget” a full 12 months of data? And is it all inclusive of contract services costs?
Yes
