About this file
This document is Amendment 1 to a Request for Proposal (RFP) issued by the State Fiscal Accountability Authority (SFAA) for Winthrop University, seeking comprehensive campus-wide facilities management services. The RFP covers a non-mandatory pre-bid conference and site visit scheduled for 04/04/2025 at the Winthrop University Facilities Complex, with proposal questions due by 04/14/2025 and final proposals due on 06/13/2025 at 11:00 AM EST. The contract is set to be awarded on 08/27/2025, with an initial one-year term and potential for four additional one-year renewals. The scope encompasses facility maintenance, custodial services, grounds management, and campus events support across the university's entire campus infrastructure.
The amendment provides extensive clarifications and responses to potential bidders' questions, covering topics such as current staffing, equipment inventories, utility operations, maintenance practices, and transition expectations. The pricing structure allows for detailed cost submissions across multiple service categories, with an evaluation criteria weighting of 20% for experience/reliability, 10% for transition approach, 30% for operating approach, and 40% for financial proposal. While no specific budget range is explicitly stated, the university indicates a significant deferred maintenance backlog of approximately $400 million. The selected vendor will be responsible for maintaining existing systems, including the current TMA (Computerized Maintenance Management System) version 5.1.49, and will need to self-perform nearly 100% of the scope of work, using outsourcing only as a backup or for specialty services.
