About this file
This amendment document modifies Invitation for Bid 5400030105 issued by the South Carolina Department of Transportation for on-call pipe repair services in District 3. The scope of work involves structural rehabilitation of corrugated metal and reinforced concrete pipes through cleaning, installation of wire mesh reinforcement, and application of shotcrete lining. The solicitation includes eight unit-price line items: 200 cubic yards of shotcrete pipe repair, 150 cubic yards of additional shotcrete, 50 cubic yards of flowable fill, 80 cubic feet of neat grout, 10 mobilization calls, 5 two-lane lane closures, 3 multilane lane closures, and 6 shoulder closures. Offers are due September 25, 2026 at 2:30 PM, with questions required by September 10, 2026 at 12:00 PM. No pre-bid conference or site visit is scheduled. Award will be posted October 14, 2026, and the contract term extends five years from October 28, 2026 through October 27, 2031.
Amendment 1 approves two alternative lining systems in response to bidder questions: a geopolymer with less than 8,000 psi strength at structurally engineered thickness of 1.5 to 2 inches, and Quadex GeoKrete, both acceptable provided they meet all project requirements and specifications. The original specifications require 4,000 PSI shotcrete at 4 inches minimum thickness, ACI C 660 Shotcrete Nozzleman Certification, and adherence to SCDOT Standard Specifications (2025 edition) and current ACI Shotcrete construction standards. Contractors must mobilize within 20 calendar days of notification and complete work within 7 calendar days of beginning repairs at each location, with liquidated damages assessed per Section 108.09 for delays. All work includes labor, materials, equipment, traffic control, debris removal, and erosion control at the contractor's expense. Payment is made upon invoice submission after work completion and acceptance by the SCDOT District 3 Engineering Administration.

The following changes have been made to Section III SCOPE OF WORK/SPECIFICATIONS AND SECTION VIII
BIDDING SCHEDULE: CORRECTIONS IN RED TEXT IS ADDED TO THE ORIGINAL PROVISON.
Question 1:
Rather than a 4,000-psi shotcrete at 4", would the Owner consider a < 8,000 psi geopolymer at a structurally engineered thickness? To achieve an equivalent design to shotcrete, those thickness designs will be 1.5-2"; and will far exceed what shotcrete could ever become and provide a completely structurally independent, new culvert at a thickness of 4".
SCDOT Response:
Change: Yes, the proposed geopolymer system is acceptable as an alternative, provided it meets all project requirements and specifications.
Question 2:
Would the owner/engineer consider Quadex GeoKrete an approved alternative lining system for this project?
SCDOT Response:
Change: Yes, the proposed Quadex GeoKrete is acceptable as an alternative, provided it meets all project requirements and specifications.
