AG-3187-S-12-0164
The Technical Approach Factor (and sub factors) will be evaluated on the basis of the following, which are equal in importance:
a) Breadth and depth of technical capabilities and experience, including those of its
Subcontractors, in fulfilling requirements similar to those in this solicitation on a world-wide basis.
b) The adequacy and specificity of the Offeror’s approach to recruiting and fielding on a world-wide basis short-term (several weeks) U.S. and foreign personnel skilled in foreign languages, relevant technical skills (e.g., sustainable forestry and natural resources management, disaster assistance, and project evaluation) and relevant administrative skills
(e.g., information management, communication and administrative services, writing and editing, and organizing training, study tours and workshops).
c) The adequacy and specificity of the Offeror’s approach to recruiting and fielding on a world-wide basis long-term (several months to two years) U.S. and foreign personnel skilled in foreign languages, relevant technical skills (e.g., sustainable forestry and natural resources management, disaster assistance, and project evaluation) and relevant administrative skills
(e.g., information management, communication and administrative services, writing and editing, and organizing training, study tours and workshops).
d) The adequacy and specificity of the Offeror’s approach to providing technical and/or site-specific services to assist in the implementation of projects and tasks as well as travel and in-country support for international visitors (communication, logistics, travel, registering attendees for conferences).
e) The adequacy and specificity of the Offeror’s approach to providing written or oral translation and interpretation services.
f) The adequacy and specificity of the Offeror’s approach to describing methods to achieve performance of deliverables.
g) Whether the Offeror’s statement of capability to manage the Transition is thorough, specific, and demonstrates effective capacity.
M.3.2 MANAGEMENT APPROACH
The Management Approach Factor (and sub factors) will be evaluated on the basis of the following, which are equal in importance:
a) Whether the Offeror’s proposal displays a comprehensive understanding of the Government’s requirement and has proposed a management approach that aligns with those requirements and poses very low performance risk.
b) Whether the Offeror’s staffing plan details an appropriate number of current staff members and/or consultants with relevant foreign language skills and technical expertise.
c) Whether the Offeror has the capacity and availability to provide key personnel and critical staff to this project.
d) The stability of employment and the relevancy of skills, experience, expertise, education, certifications and qualifications of the personnel proposed as Key Personnel in relation to the PWS requirements.
