VOLUME 1: TECHNICAL PROPOSAL
Factor 1: Technical Approach
Sub Factor Instructions
1. Capabilities and Experience
The Offeror shall describe its:
a) Breadth and depth of technical capabilities and experience, including those of its Subcontractors, in fulfilling requirements similar to those in this solicitation on a world-wide basis.
2. Technical Approach
The Offeror shall describe its approach for:
a) Recruiting and fielding on a world-wide basis short-term
(several weeks) U.S. and foreign personnel skilled in foreign languages, relevant technical skills (e.g., sustainable forestry and natural resources management, disaster assistance, and project evaluation) and relevant administrative skills (e.g., information management, communication and administrative services, writing and editing, and organizing training, study tours and workshops).
b) Recruiting and fielding on a world-wide basis long-term (several months to two years) U.S. and foreign personnel skilled in foreign languages, relevant technical skills (e.g., sustainable forestry and natural resources management, disaster assistance, and project evaluation) and relevant administrative skills (e.g., information management, communication and administrative services, writing and editing, and organizing training, study tours and workshops).
c) Providing technical and/or site-specific services to assist in the implementation of projects and tasks.
d) Providing travel and in-country support for international visitors (communication, logistics, travel, registering attendees for conferences.
e) Providing written or oral translation and interpretation services.
f) Describing methods to achieve performance of deliverables.
g) The Offeror shall develop a Transition Capability Statement that describes how it will perform and manage the transition required to successfully migrate support from the incumbent Contractor to its proposed solution, including, but not limited to:
Approach for managing the transition from the current Contractor; A list of all Government dependencies and assumptions for Government services to be used during the transition; Transition risks and risk mitigation mpedwardsen Highlight mpedwardsen Highlight
