SECTION M--EVALUATION FACTORS FOR AWARD
BASIS OF AWARD
This acquisition is in accordance with FAR 15 - Best Value Continuum. Award will be made to that offeror whose proposal is (1) technically acceptable and (2) technical/cost relationship is the most advantageous to the Government. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of the performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest of and advantageous to the Government.
Award may be made without further discussions. Proposals should be submitted initially on the most favorable terms, from price and technical standpoint, which the offeror can submit to the government.
The Government may, after evaluation of the proposals, conduct further oral or written discussions as appropriate, with any or all offerors. Failure to provide all information requested for evaluation or clearly document minimum experience and qualifications may render the proposal as unacceptable.
M.1. EVALUATON FACTORS FOR AWARD
The Government anticipates awarding one IDIQ contract to the Offeror whose proposal is the most advantageous to the Government, technical and cost factors considered. The Government will evaluate proposals in accordance with the criteria below. The Government reserves the right to hold discussions; however it may make an award based on initial offers received without discussions of such offers.
M.2. RELATIVE IMPORTANCE OF EVALUATION CRITERIA
The Offeror’s Proposal will be evaluated through the use of four (4) Technical Evaluation Factors listed below and one (1) Cost Factor. The Technical Evaluation Factors are listed in descending order of importance. Sub factors (a and b) are equal in importance.
