SECTION L--INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS
This section contains the specific information and instructions needed to prepare a proposal submission for this anticipated award.
L.1.0 INSTRUCTIONS TO OFFERORS
Offerors must comply with the detailed instructions for the format and content of the proposal; if the proposal does not comply with the detailed instructions for the format and content, the proposal may be considered non-responsive and may render the Offeror ineligible for award.

Questions Due By 5 PM ET on January 2, Questions Answered By January 4, 2012
Proposals Due By 5PM ET on January 11, All questions shall be submitted to Ms. Cassandra Carey at cncarey@fs.fed.us by the due date above. Please reference the RFP number/name in the subject line. Offers must be submitted electronically to cncarey@fs.fed.us by the offer due date identified above. Technical and Cost Volumes shall be in separate Microsoft Word/Excel or PDF files. The Sample Task Order Cost must be submitted as a Microsoft Excel file.
Letter of Acknowledgment – Attachment 8 Please complete the attached Letter of Acknowledgment, and forward to the Contracting Officer at cncarey@fs.fed.us by December 18, 2012 to verify your intention to place a proposal and to be placed on the list to receive copies of questions and answers.
Proposal Format: In order to maximize efficiency and minimize the time for proposal evaluation, it is required that the Offeror submit the proposal in accordance with the format and content specified herein.

Page Numbering: The Offeror shall use a standard page numbering system to facilitate proposal references. Charts, graphs and other insert materials shall be page-numbered as part of the page numbering system.
Page Limitations: Page limitations are identified for each volume/section of the proposal below and should be treated as maximums. If exceeded, excess pages will not be read or considered in proposal evaluation. Included in the page count are separate pages providing graphics, charts, illustrations and pictures.
