The building will remain unoccupied during construction, and the Contractor must maintain access for the WV Office of Technology and coordinate with Owner personnel regarding construction operations and utility shutdowns. The project requires submission of a startup construction schedule within seven days of contract award and a comprehensive Gantt-type schedule within 30 days. Progress meetings are to be held no more than every two weeks, with monthly schedule updates required.
The contract modification procedures require that substitution requests be submitted with three copies including detailed comparisons, cost information, and updated schedules, with the Architect providing decisions within 15 days of submission. Change Orders must be approved by the WV State Purchasing Division before payment authorization. Applications for Payment are due by the 15th of each month covering work completed through the last day of the prior month, with draft copies submitted seven days prior for Architect review. The schedule of values must be submitted no later than seven days before the initial Application for Payment and must include separate line items for each Specification Section with labor, materials, and equipment breakdowns totaling 100 percent of the Contract Sum. The Contractor is responsible for all site safety compliance including development of a detailed Safety Plan addressing high-risk activities, fall protection, and emergency response procedures, which must be submitted to the GSD Project Manager prior to work commencement. Employee identification, drug screening, and background screening are required by the Owner.
