Addendum 1 to ITB 25-0016 Bethany ES Student Restrooms

This addendum document pertains to the Beaverton School District No. 48J's invitation to bid for a general contractor to renovate student restrooms at Bethany Elementary School, located at 3305 NW 174th Avenue in Beaverton, Oregon. The project scope encompasses complete renovation of two sets of student restrooms, including demolition of existing fixtures and installation of new finishes, partitions, plumbing, and lighting fixtures in compliance with the 2022 Oregon Structural Specialty Code and 2017 ICC A117.1 accessibility standards. A non-mandatory pre-bid conference is scheduled for December 22, 2025, at 10:00 AM at the school site. Bids are due on January 22, 2026, at 2:00 PM Pacific Time through oregonbuys.gov. The construction schedule requires project commencement on June 8, 2026, with substantial completion targeted for August 7, 2026, and final completion by August 21, 2026, strategically timed during summer break to minimize disruption to school operations.

Contractors must submit a 5% bid bond and file a $30,000 Public Works Bond, with Performance, Payment, and Retention Bonds required at 100% of the contract sum. The district maintains a 5% retainage and has established an aspirational goal of 15% participation from disadvantaged minority, women, emerging, service-disabled veterans, and socially or economically disadvantaged businesses. Oregon prevailing wage requirements apply, and first-tier subcontractor disclosure is mandatory for contracts valued at 5% of the total project bid (minimum $15,000) or $350,000 regardless of percentage. Liquidated damages are assessed at $500 per day for failure to achieve substantial completion by the specified date. Contractors must implement an employee drug-testing program and handle all background checks and badging for employees accessing the school facility.

CLARIFICATION/REVISIONS:

QUESTION: Are there supposed to be fire sprinklers in the restrooms?

ANSWER: No, sprinklers are not in the restrooms. It is not required by code to add sprinklers.

QUESTION: Are we salvaging the fixtures or purchasing/installing new fixtures?

ANSWER: Salvage toilets only. Flush valves and sinks are to be replaced with new.

QUESTION: Is there a Hazmat Report?

ANSWER: We will provide this to the awarded Contractor.

QUESTION: Can you provide as built drawings for the existing plumbing lines? The extent of saw cutting shown in Area A appears to exceed what is required for the new wall hung lavatories. It may be more cost effective to route the new lavatory drain lines to the plumbing chase and connect to the existing piping rather than extending the saw cutting ANSWER: The project team welcomes any reduction in saw cutting for a more efficient pipe layout. The current drawing represents the worst case scenario.

QUESTION: Key Note D10 indicates removing gypboard and wall finished down to the stud and is Typ All Walls. Key Note 11 calls out watch patching to receive new finishes after removal of the mirror conflicting with Key Note D10. Please confirm that all tile walls within the restrooms are to be demolished to the studs and the gyp board above is to be salvaged and repaired as needed ANSWER: Only tile walls are to be demolished to stud. Gyp board walls above tile are to remain. Patch and repair.

QUESTION: The Tile Wall Cove Detail Appears to have a Backer Board or Densglass Substrate over Gyp Board. It is acceptable to exclude this additional layer and install Tile backer or Dens Glass only in the tile areas?

ANSWER: The new base is an epoxy finish. It is acceptable to remove existing additional substrate if it exists.

Otherwise, detail on sheet A7.00 does not call out for additional substrate.

QUESTION: Is it desirable to protect the existing murals within the restrooms?

ANSWER: The existing murals in the restrooms will not need to be protected.

QUESTION: Clarify if occ. Sensors are removed at demo and reinstalled at trim for lighting control (no call out for New) ANSWER: See attached Document

QUESTION: The hand dryers require a dedicated circuit per unit, and it is unclear per drawings where to derive power?

panel SB looks as if it is recessed into a brick wall which may be difficult to access new circuits. Is there access above the ceilings in the hallway to run new circuits?

ANSWER: See attached Document

QUESTION: P1.10 Demo Note 1 says to remove and save fixture for re-install. This is not doable for the floor mount Urinals since they are cast in place with the existing flooring, and removal would damage the fixture. Should we assume to leave the urinals as is and the general contractor should protect in place?

ANSWER: Only one urinal is to be removed per restroom. See architectural details D2/A2.12 and D1/A2.11.

QUESTION: The Tile Specs List Rondenc Schulter Bull Nose Tile Trim Pieces, yet it is not clear as to where they would be installed in the plans. Is this for outside corners, Inside Corners or is this a boiler plate spec that is not included in the plans.

ANSWER: We do not have any outside corners for tile in this project. The spec shall be modified from Basis of Design:

Schluter System: RONDEC Bullnose trim 1/4" Brushed Stainless Steel #RO60EB." to "Basis of Design: Schluter System:

Jolly Edge Trim 1/4" Brushed Stainless Steel #J60EB”. We are calling out Schluter Jolly edge trim on detail C1/A7.00.
