About this file

This is an Addendum #1 to ARFQ WWV2700000001 issued by the State of West Virginia for a technology procurement. The addendum addresses vendor registration procedures, laptop specifications, wireless wide-area network (WWAN) requirements, processor specifications, warranty terms, docking station accessories, delivery timelines, and cellular modem installation options. Key clarifications include acceptance of nano-SIM/eSIM technology as an alternative to micro-SIM cards, flexibility in carrier selection between AT&T and Verizon either within a single module or through separate configurations, and confirmation that Intel Core Ultra 7 255U processors satisfy the latest-generation Intel Core i7 requirement. The addendum specifies that five-year Absolute Resilience licenses may be activated upon shipment rather than before, and that four-year next-business-day onsite laptop warranty and battery coverage may be provided through separate HP Care Pack services.

The addendum confirms that the 20-calendar-day delivery period is measured from the purchase order date, with no phased delivery or extensions permitted due to funding requirements. Docking stations require no adapters with each unit. The State will accept laptops that are WWAN-ready with necessary antennas and SIM capability but without factory-installed cellular modems if permissible within the published request parameters. Vendors can register and respond to all State of West Virginia solicitations through the vendor self-service portal at https://prd311.wvoasis.gov/PRDVSS1X1ERP/Advantage4, where they may also register commodity codes and manage vendor profiles.

Addendum # 1

ARFQ WWV2700000001

Q1. Can you please provide us the proper WEB SITE LINK or PDF document to participate in this TECHNOLOGY RELATED requirement, and how to become added as a vendor for any future TECHNOLOGY related demands for your organization kindly?

A1. You can view and respond to all solicitations for the State of West Virginia on the vendor self-service portal at the link below.

https://prd311.wvoasis.gov/PRDVSS1X1ERP/Advantage4 You can also register commodity codes and manage your vendor profile on the same portal.

Q2. The laptop specification requires a “micro-SIM,” while the specified HP EliteBook platform uses nano-SIM/eSIM technology. Will nano-SIM/eSIM be accepted if it provides the required WWAN functionality?

A2. Yes, it will be accepted.

Q3. Must every laptop support both AT&T and Verizon through the same installed WWAN module without a hardware change, or may a carrier-specific option be selected during deployment?

A3. Both are preferred but either will be accepted.

Q4. Will an Intel Core Ultra 7 255U processor satisfy the requirement for a latest-generation Intel Core i7 or equivalent processor?

A4. Yes, it will be accepted.

Q5. Will a five-year Absolute Resilience license satisfy the requirement for “5-year Absolute Resilience Complete activated upon shipment”? If activation before shipment is required, will the State provide the applicable Absolute tenant and enrollment information?

A5. Yes.

Q6. May the four-year next-business-day onsite laptop warranty and four-year onsite battery coverage be provided through separate, concurrent HP Care Pack services?

A6. Yes.

A7. No adapters are required.

Q8. Is the 20-calendar-day delivery period measured from the purchase-order date? If factory lead times prevent complete delivery within that period, will phased delivery or an approved extension be considered?

A8. The 20-calendar day delivery period is measured from the purchase order date. Due to funding purposes, phased delivery or an extension is not acceptable.
