About this file
This Addendum 1 document, issued by the West Virginia Department of Tourism, clarifies and supplements the original Request for Quotations (RFQ) for audio/visual services for the Governor's Conference 2026. The solicitation (ARFQ TOR2700000002) addresses technical requirements for an event held at the Charleston Coliseum and Convention Center from September 19–23, 2026. The vendor must provide comprehensive audio/visual services including equipment and staffing for Ballroom C, the Atrium, and three breakout rooms. Load-in may begin on September 19 at 8:00 a.m., with setup completion required by end-of-day September 20. Vendor availability for soundcheck and presentation testing is required on the evening of September 20, with daily operations scheduled from 8:00 a.m. to 5:00 p.m. on September 21, 8:00 a.m. to 8:00 p.m. on September 22, and load-out completion by 10:00 p.m. on September 23. The event includes morning sessions in Ballroom C, afternoon breakout sessions, and an awards dinner on the evening of September 22.
Vendors must provide all labor, equipment, rigging, and audio services, including staffing beyond the minimum required one on-site technician and one Lighting Director for concurrent operation of multiple spaces. The Charleston Coliseum and Convention Center provides basic in-house PA systems, existing stage infrastructure, and standard electrical power at no additional charge. Vendors may use modern digital audio consoles and wireless control interfaces as functional equivalents to specified analog equipment, provided qualified personnel are available for operation and troubleshooting. Pricing must be submitted as five lump-sum amounts with a Total Bid Price per Exhibit A; catalog pricing and discount percentage requirements do not apply. No incumbent vendor exists for this annual event, and the agency did not disclose a budgeted not-to-exceed amount. All prospective bidders must acknowledge receipt of this addendum to avoid bid disqualification.
