Summary: Addendum #1 to Bid Invitation 3075-26
This is Addendum #1 to a bid solicitation issued by the State of New Hampshire, Division of Procurement and Support Services, for an Office Supplies contract (Bid #3075-26). The addendum, dated September 29, 2025, revises the original bid closing date to October 16, 2025, at 11:00 AM. The procurement seeks to establish a five-year agreement for office supplies to state agencies, requiring vendors to bid on at least 90% of specified line items across categories including computer accessories, desk supplies, envelopes, files, binders, labels, notebooks, paper, and writing supplies. Vendors must provide a web-based ordering system with inventory control and electronic approval capabilities. The contract term extends through November 30, 2030, with potential two-year extensions. Key performance requirements include a 95% on-time delivery rate and 90% fill rate.
The addendum addresses eight bidder questions and implements specific modifications to the solicitation terms. Paragraph 25.2, which required bidders to offer discounts for prompt payment and large orders, has been removed, allowing vendors to propose discounts at their discretion. Paragraph 45, concerning performance guarantees for on-time delivery, fill rate, error reporting, and missed picks, has been removed from the bid. The State confirmed that exceptions to RFB terms and conditions may be submitted during the question-and-answer period for consideration and negotiation. The addendum clarifies that items not specifically listed may be purchased under the vendor's balance of product line as described in the bid document, and it references the State of New Hampshire purchase order terms and conditions on pages 15 and 16 of the bid document. Purchasing Agent Jonah Rosa manages this procurement and can be contacted at NH.Purchasing@das.nh.gov.

Date of Change: September 29, 2025
ADDENDUM # 01 TO BID INVITATION 3075-26
DATE AND TIME OF BID CLOSING: 10/16/2025 11:00 AM
FOR: Office Supplies
This bid is hereby changed to close on 10/16/2025 at 11:00 am.
Question 1: Will the State allow bidders to submit exceptions/redlines to the RFB terms and conditions with their bid for the State’s consideration and negotiation?
State Response: It is recommended that the interested bidder submit any requested changes to the contract terms during the question-and-answer period while the bid is still open.
Question 2: Operators of online stores have terms and conditions governing the use of the online store. These types of bidders need to incorporate these terms into their bid response and the ultimate contract and ensure there aren’t any conflicts between their terms and the State’s. Will the State modify the RFB terms to allow bidders to propose additional terms for the State’s consideration and negotiation?
State Response: Additional terms may be considered and should be submitted during the question-and-answer period while the bid is still open.
Question 3: Will the State remove the requirement for bidders to offer discounts for prompt payment and large orders and allow bidders to propose a discount, if they choose to?
State Response: Paragraph 25.2 is hereby removed from this bid.
Question 4: Paragraph 32 of the solicitation includes performance guarantees for on-time delivery, fill rate, error reporting and miss picks. Maintaining these metrics is costly and inefficient for both the State and the prospective contractors. In the event an awarded vendor is not performing, there are sufficient contractual terms protecting the State and providing mechanisms for the State to pursue remedies for non-performance. Will the State modify the solicitation to remove the performance guarantees?
State Response: Paragraph 45 is hereby removed from this bid.
Question 5: Based on the approximate annual spend of $1.8M, it seems to reflect only about 15-20% of the total spend. Is that intended to cover only a portion of your annual spend? For a more accurate savings assessment, we'd recommend including at least 80% of spend.
State Response: This is the information we have available at this time. The bid remains unchanged.
Question 6: Standard 8.5x11, 20lb, 92 bright copy paper isn't listed. Is that typically bid separately, or should it be included in this RFP? The same question applies to ink and toner for your printers. Are those handled through a separate bid process?
State Response: Items not specifically listed in this bid may be purchased under the Vendor’s balance of product line as described in paragraph 44 of the bid document.
Question 7: Are we allowed to take exceptions?
State Response: Exceptions may be considered and should be submitted during the question-and-answer period while the bid is still open.
Question 8: In the last sentence of the bid document, it states: The responding vendor shall also be subject to State of New Hampshire terms and conditions as stated on the reverse of the purchase order. Do you have a copy that you can share with us?
State Response: The terms and conditions on a Purchase Order can be found on pages 15 and 16 of the bid document.
