About this file
This is Addendum 1 to the bidding documents for the City of Cocoa's Dyal Water Treatment Plant (WTP) Operations Building Remodel project (ITB #B-26-06-COC). The addendum, issued July 27, 2026, clarifies 29 questions submitted by bidders regarding the renovation scope, which includes demolition and renovation of the Instrument Repair Office, Breakroom, and Electrical Workshop on the first floor of the facility located at 28400 SR 520, Christmas, Florida. Key clarifications include: work hours are 7:00 a.m. to 5:00 p.m.; the facility will remain occupied during construction; designated areas will be provided for contractor parking, storage, dumpster, and laydown; and a State of Florida licensed Building Contractor is required for award. The addendum confirms that asbestos surveying and testing must be conducted by EPA/AHERA accredited inspectors in accordance with NESHAP 40 CFR 61 and applicable OSHA and EPA regulations, with all associated costs borne by the contractor. Technical specifications are clarified regarding wall assemblies, threshold materials, flooring installation, lighting requirements, exhaust fan removal, hood installation, data cabling, and other construction details.
The addendum addresses material selections and equivalents, confirming that approved equal substitutions will be considered for items such as fluid-applied flooring (e.g., Sherwin Williams Hybri-Flex), subject to submittal review and acceptance. Additional clarifications include specifications for infilling existing openings with dry pack high strength grout and brick veneer, confirmation that existing plumbing will be reused with no hot water heater installation required, and that hallway lighting must be installed new per the architectural reflected ceiling plan. The City declined to disclose its construction budget to ensure bidders develop independent pricing. Receipt of the addendum must be noted on the Receipt of Addendum(s) and Acknowledgement Form, and all other bidding documents and specifications remain unchanged.
